- Solicitation W81XWH-13-R-0060 Issue Date: 14 August 2013 Close Date: 16 September 2013, 1400 EST Objective The objective of this requirement is to purchase Radio Frequency Identification Device (RFID) - Point of Use (POU) Systems to be installed at various US Army Posts. This solicitation is posted as a brand name or equal requirement. The brand name in this solicitation is a GSL IntelliSystem Management Enterprise plus Operating System and GSL brand name Accessories. All brand name or equal proposals shall satisfy and comply with all the Minimal Essential Characteristics (MEC's) which are provided in the Statement of Need (SON). Proposals shall be prepared in accordance with FAR 52.212-1. All proposals shall be evaluated in accordance with FAR 52.212-2. Due to the difficulties in receipt of mail through normal postal services, proposals shall be sent via e-mail to the Point of Contact (POC) for this solicitation, Roman Laterza, at roman.e.laterza.civ@mail.mil. The Offeror is responsible for ensuring receipt by the POC. Questions shall be submitted to the POC; Roman Laterza at roman.e.laterza.civ@mail.mil, no later than 28 August 2013, 1400 EST. Follow-up additional questions will not be accepted after this date. Questions and answers will be provided via an amendment to the solicitation. Proposals are due 16 September 2013, 1400 EST. Proposals shall provide a price for ALL items listed. Your submission should include two separate parts: a Price proposal and a Non-Price proposal consisting of technical and past performance information. The technical information submitted must describe the offeror's capabilities to provide supplies and services provided in the Statement of Need. The supplies and services recommended by the contractor will be evaluated in how they satisfy all of the Minimal Essential Characteristics provided in the Statement of Need in the Solicitation. All proposals submitted with equivalent supplies must provide a matrix that directly points back to all MEC's. In order for the Government to evaluate the offeror's demonstrated capability past performance in providing requested supplies and services, offerors must submit past performance from previous Task Orders or other direct contracts for similar supplies and services (2 to 3 requested). The past performance must be relevant in terms of scope, size, and similar work of the procurement and performed within the past THREE years. The Contracting Officer will determine the relevancy of the past performance submitted. Past performance information shall include Points of Contact, with valid telephone numbers, fax numbers, email addresses at either the requiring activity where the supplies were delivered and installed or the Contract Office where the contract was issued. Please do not include copies of the previous awards. A listing of previous contracts by itself without references and descriptions is insufficient and may render the proposal unacceptable. The Contracting Officer will contact references to verify information provided in the offeror's proposal and will request the references complete a past performance survey. The Contracting Officer may also access performance information from Government Performance Databases or any other source deemed appropriate. The Non-Price proposal shall be submitted in MS Word or searchable PDF format. The Price proposal shall be submitted in MS Word or MS Excel 2000 or higher, but not greater than MS Word or MS Excel 2003 format. The firewall utilized by the Government contracting office does not authorize or accept zip files. Proposals shall include all delivery charges for CLIN's 0001 through 0014. Requested delivery date can be found in the Delivery Schedule of the solicitation. Please include CAGE Code and DUNS number. Contractors shall be aware of the difference between Not Separately Priced (NSP) versus Zero. NSP means the Government is being charged for this service or supply; however it is included in the overall price and not separately priced. Zero means the Government is not being charged for this service or supply; however the Government is still receiving this service or supply for zero dollars.
