Description
The CONTRACTOR shall supply all supervision, labor, equipment, tools, and incidentals required to complete the work outlined in the statement of work section unless specified otherwise. The work under this project is Replace Signs at the Canandaigua VA Medical Center, 400 Fort Hill Avenue, Canandaigua, NY 14424. Project Description SCOPE OF WORK -UPDATE DIRECTIONAL AND INFORMATIONAL SIGNAGE 1.1General: The Canandaigua VA Medical Center requires new and updated directional and informational signs to replace the outdated and broken ones currently in place. The medical centers' configuration has changed and many new programs such as the Center of Excellence and National Suicide Prevention Hotline are now located in Canandaigua. Replacement of the old signage and installing and updating with new signs is required for way finding and informational purposes. 1.2General Requirements: Contractor is responsible for installation of new exterior directional and informational signage throughout the campus of the Canandaigua VA medical Center. A.Contractor is strongly encouraged to participate in scheduled site visit to assess and estimate work to be performed. The VA is not liable for bidding errors or miscalculations made by the contractor. B.Contractor must complete an Infection Control Risk Assessment prior to beginning work. This document will be provided by the VA. 1.3Construction Requirements: All work shall be completed according to the scope of work, specifications and drawings. A.Contractor is responsible for removing old signage and replacing with new according to drawings, specifications and COR. Approximately 1 marquis sign, 12 parking location signs, 14 building identification signs and 10 directional signs throughout the campus. B.All signs must meet specifications and V.A. standards. Signs will be made from extruded aluminum material and will follow specifications and drawings. Support posts will be made from extruded aluminum and have caps and will be a matte red in color. Where attached to masonry products they will have either a protective coating or gasket to prevent corrosion. Sign faces will be made from extruded aluminum and will be matte blue in color. All lettering will be opaque white vinyl and will comply with specifications, drawings and COTR. C.Contractor is responsible for providing signage that can easily be updated or changed by the VAMC maintenance staff. (Including design portion of signs) D.Contractor is required to submit multiple samples of materials and colors for approval prior to installation of the product. (6 of each) E.All signs requiring poles and/or brick/masonry bases must be secured in accordance with specifications, drawings and COTR and must be constructed with materials considered durable and resistant to rust to ensure longevity. F.All signs will be installed at locations and heights according to ADA guidelines and Federal standards. G.Contractor must formally request information regarding construction procedures through the COTR if construction procedures or dimensions do not coincide with drawings and/or specs. H.All drawings are to be used as a reference. Contractor must verify dimensions and layouts for construction in the field. I.Work is not considered complete until inspected and considered acceptable by the COTR. This procurement has been set aside 100% to Service-Disabled Veteran Owned Small Business concerns. Offers from other than Service-Disabled Veteran Owned Small Business concerns will NOT be considered and shall be rejected. Please pay particular attention to the evaluation section of this solicitation. Solicitation packages will be available via FedBizOpps.gov on or about August 19, 2013. All questions concerning this project MUST be in writing and NO phone calls will be accepted. BIDS ARE REQUIRED TO BE HARD COPY. NO EMAILED BIDS WILL BE ACCEPTED. NAICS code is 238990 (Other Specialty Contractors). Size standard is $14.0 million. Project Cost Range is between $100,000-$250,000. A walk through will be scheduled and bidders are encouraged to attend it. It will be the only walk through scheduled. Bidders should re-visit the website located at www.fedbizopps.gov periodically to look for updates. All requests for information are required to be submitted in writing to the Contracting Officer and shall be received prior to the bid opening by the date specified in the solicitation. NO hardcopies, NO telephone inquiries or questions, ONLY in writing, will be accepted no later than ten (10 days) prior to bid opening. Award is subject to availability of funds. This project requires bonding and all bid submissions shall be made in triplicate hardcopies. Faxed or emailed bids will NOT be accepted.
