- USTRANSCOM/TCAQ-R anticipates issuing an RFP no later than 14 Oct 13 for Air Terminal and Ground Handling Services (ATGHS) for Air Mobility Command at Kuwait International Airport/Abdullah Al Mubarak Airbase, Kuwait. Services include but are not limited to all US Government owned or operated aircraft, US sponsored foreign Government aircraft, Coalition Forces aircraft, commercial contract aircraft, and tendered aircraft in support of the Department Transportation System (DTS). The contractor shall facilitate on-time aircraft departures and maintain the ability to provide sustained ATGHS for a working Maximum on Ground (MOG) capability of two (2) wide-body aircraft or the equivalent thereof. Handling of classified information will require the contractor to have a facility clearance after contract award and prior to contract performance. The procurement is unrestricted however only United States firms may submit an offer as a facility clearance can only be granted to US firms. Base Period is 1 Jul 14 through 30 Sep 14 and covers government furnished initial familiarization training at Charleston AFB SC. Three one-year option periods will allow performance through 30 Sep 17. Performance in Kuwait starts on 1 Oct 14. Best Value Source Selection Procedures will be used to evaluate offers and determine the best value. The government will use Past Performance/Price Trade off procedures with a pass/fail technical (staffing and implementation). Past performance will be evaluated on a basis approximately equal to price considerations. A pre-proposal conference and site visit is scheduled for 29 Oct 13 at Kuwait International Airport /Abdullah Al Mubarak Airbase. Names (last, first, middle) of attendees (not to exceed 1 per company), a scanned copy of the individual's passport, company's name, and contact information must be submitted to the points of contact not later than close of business on 21 Oct 13. Offerors may submit information/documentation for a second (alternate) individual in the event an emergency prevents the original (primary) individual from attending. When submitting information and documentation, please identify individuals as primary and alternate. As a reminder, only ONE individual per company will be allowed to attend the preproposal conference. NOTE: All attendees must be US citizens. Offerors not responding with this information in a timely manner may not be admitted to the conference due to space restrictions. All responsible sources may submit a proposal which shall be considered by the agency. The small business size standard for this acquisition is $30M.
