- This solicitation is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. Naval Surface Warfare Center (NSWC) Crane anticipates award of a Firm-Fixed Price supply contract to SAFT America on a sole source basis for lithium-ion batteries boxes, associated parts, repairs, and training. The Navy intends to solicit and negotiate this contract as a Sole Source Procurement in accordance with statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is due to intellectual property rights and duplication costs for approving another source. The Contractor must be properly registered in the System for Award Management (SAM) to receive an award. Offerors may obtain information on SAM registration and annual certificate requirements via the internet at https://www.sam.gov. Inspection and acceptance shall be at destination. Delivery schedule is 120 days after order placement. The Contractor must be properly registered in the Joint Certification Program (JCP) in order to receive any attachments and/or exhibits. Since this is a sole source procurement, no solicitation will be available for download on the NECO and FedBizOpps website. Responsible sources may submit a capability statement, proposal, or quotation which shall be evaluated by the requesting agency. If submitting a bid from the NECO website, www.navy.neco.mil, by clicking on the " Submit Bid " does not guarantee offers will be received by the proper person in the correct format.
