- ACS Service Agreement (Florida) RFQ D-13-HQ-Q-0077 (Florida) Supply List Evaluation Criteria Hazardous Waste ACS Container Program (Arkansas) The Drug Enforcement Administration (DEA) requires Hazardous Waste Removal for the Authorized Central Storage Program (ACS) within the Indiana Region. The applicable North American Industry Classification System (NAICS) is 562211, Hazardous Waste Treatment and Disposal. The Small Business Size Standard is $35,000,000.00. This is a full and open competition. The successful contractor will be responsible for providing required services to include, but not limited to, waste removal, disposal supplies and transportation to each location within the Indiana Region. The contractor shall provide all management, supervision, personnel, quality control, and security and demonstrate that sufficient resources allocated to perform hazardous waste removal in order to successfully perform the required services. This RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisitions Circular FAC 2005-69 issued 08/01/2013. This acquisition incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. The full text of a clause may be accessed electronically at https://www.acquisition.gov. Federal Acquisition Regulation (FAR) clauses incorporated into the RFP are: 52.212-1 Instructions to Offerors – Commercial Items (JUL 2013), 52.212-2 Evaluation – Commercial Items (JAN 1999), 52.212-3 Offeror Representations and Certifications – Commercial Items (AUG 2013), 52.212-4 Contract Terms and Conditions – Commercial Items (JUL 2013) with Alternate I (AUG 2012), and 52.212-5 Contract Terms and Conditions Required Implement Statutes or Executive Orders – Commercial Items (AUG 2013). The Government anticipates award of a single Fixed-Price purchase order. All questions regarding this RFP should be directed to Brian Pryor at Brian.O.Pryor@usdoj.gov by August 16, 2013 at 4:00 pm EST. If necessary, an amendment with answers to questions will be issued to the Offerors by August 19, 2013. Quotation must be received August 21, 2013, at 4:00 pm EST. The quotations shall be submitted via mail. (See RFQ for additional information). The government intends to procure these services in accordance with FAR Part 12 Commercial Items procedures. It is anticipated that this acquisition will result in the award of a single regional, Firm-Fixed Price Purchase Order. The anticipated period of performance will consist of one 12 month period from the date of award. The Request for Quotes (RFQ) will only be available on the Federal Business Opportunities (FBO) web page at http://www.fbo.gov. Prospective offerors are responsible for downloading the RFQ and all attachments. It is the offeror’s responsibility to monitor FBO for the release of any amendments. Written and telephone requests will not be honored. It is anticipated that proposals will be due 5 days following the date of issuance of the RFQ.
