Description
NASA GSFC Wallops Flight Facility (NASA GSFC WFF) has a requirement for Balloon Pointing System Motors. NASA GSFC WFF intends to purchase the items from Kollmorgen Corporation, pursuant to FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one known source. The balloon pointing system motors must be physically idential to the Kollmorgen hardware currently being used for the Wallops Arc Second Pointer (WASP) project. The mechanical mounting of the motors and incorporation of overall mass for balance purposes, has already been designed and implemented. Repeated mechanical, thermal, and electrical engineering efforts would be required also to redesign thermal and electrical power designs if motors from another manufacturer were used. These motors must interface with extensive control system software written and developed for the flight hardware currently in use. The software includes hardware-specific control system characteristics that are unique to the hardware being used. There are no other motors available to interface with the flight software due to the proprietary design and specifications of the Kollmorgen motors and hardware in use. Use of motors designed by any other manufacturer would require new flight software to accommodate the new hardware and change the overall performance of the pointing system due to the proprietary nature of Kollmorgen's motors. NASA GSFC WFF intends to purchase the items from Kollmorgen Corporation as determined to be reasonably available from only once source. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 29, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable.
