- Broadcast news monitoring services for news generated by NOAA Fisheries Media Services Statement of Work 1. Background The public perception of NOAA Fisheries is an important factor in measuring the effectiveness of the work done in the Pacific Islands Region. Because of the wide venue for release of news stories, a professional monitoring service is essential to capture the public exposure effectively. The generation of news stories and the measurement of audience reached with associated cost factors are essential to determining return on investment. 2. Deliverables Successful bidder will provide to NOAA Fisheries Pacific Islands Region: • Broadcast news monitoring services for news generated by NOAA Fisheries up to 1200 story hits per year • Video, radio clips and website news will be captured and reported on a daily basis • Metrics reports (Nielsen, ad rate, publicity value) for news stories will be generated on a daily basis • Internet portal to organize and analyze coverage. Location: Work must be performed by local vendor because they are most familiar with Hawaii local news vendors and will be able to provide timely clip preview and reports electronically. Period of Performance and Timeline: Daily Service from Sep 1, 2013 to Aug 31, 2014 Bidder must have staff that monitors media outlets and provides electronic reports of stories related to NOAA and other key words identified by Communications Officer. Clips must be available for preview and service must also provide statistical reports that can be used for evaluation purposes. Contacts must also be provided for follow up if needed. Bidder must provide user-friendly service. Bidder must be able to provide reliable, progressive, and consistently improving quality of products and services, such as the ability for Communications Officer to access clips through a website (rather than paper or cd) that can be edited and sent for use in publications and presentations. 3.
