- This is a Notice of Contract Action (NOCA); this document does NOT constitute a Request for Quotation, Request for Proposal, Invitation to Bid, or a commitment, implied or otherwise, that AFTC/PZRA will take procurement action in this matter. The Government reserves the right to reject in whole or in part any industry input as a result of this announcement. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The purpose of this synopsis is to notify industry of the United States Air Force intent of contract action and possibly gain knowledge of other potentially qualified sources and their size classifications. The Government also recognizes that proprietary data may be a part of this effort, and cautions that such data be clearly marked "restricted" or "proprietary" data, and present it as an addendum to the non-restricted/non-proprietary information. Please do not request a copy of a solicitation as one does not exist. This synopsis is for a proposed contract, IAW FAR 8.002 (a)(1)(v), for which the Government intends to negotiate with only one source IAW FAR 8.405(c)(2), as implemented by FAR 8.405-6, "Limited Sources". The Air Force Test Center (AFTC), Edwards AFB intends to award a limited-source Firm-Fixed Price (FFP) contract. The NAICS code is 511210. Part numbers specified are desired items, suitable substitutes will be accepted, and evaluated technically, based on needs and equivalency to the requirements of the requesting activity, Air Force Research Laboratory, RQ-West Directorate. • CLIN 0001 Solidworks 2012 Single-User License (Quantity 2); and • CLIN 0002 Solidworks 1-Year Initial Subscription Service (Quantity 2); and • CLIN 0003 Solidworks 20xx Media Kit (Quantity 1) The Government is requesting that interested concerns feeling they can fully support this requirement furnish the following information: • Company name, address, point of contact, telephone number, and e-mail address • All information furnished shall be in writing and must contain sufficient detail to allow the government technical representative to evaluate and determine if it can meet the requirement. Telephone requests to be placed on a mailing list will not be honored. Facsimile responses are acceptable and must be received on or before the closing date and time. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Air Force not to open the requirement, based on response to this notice, is solely within the discretion of the Air Force.
