- Description
- The United States Army Corps of Engineers, Detroit District intends to solicit on a sole source basis under the authority of FAR 6.302-1(c), to Carnet Technology for the purchase of one US P-6 Point Integrated Suspended Sediment Sampler. The USACE Detroit District requires the US P-6 suspended sediment point sampler to accurately model conveyance change and erosion in the Great Lakes connecting channels. The Detroit District requires a new sediment sampler to aid in this mission. The new sediment sampler must be approved by the Federal Interagency Sedimentation Program (FISP). The sampler must operate on a single conductor wire allowing seamless compatibility with the existing USGS B-56 reel equipment used for its operation. The tail of the sampler must be constructed of high density polyethylene. Valves and nozzles must be interchangeable without requiring calibration. All valves, nozzles, gaskets and tail pieces of the sediment sampling device are replaceable and field staff repairable. The sampler must accommodate a 1 liter sample size bottle. The head of the sampler must pivot on a hinge and allow for access to sample container. This notice of intent is not a request for competitive proposals. The Government intends to negotiate a firm-fixed price contract on a sole source basis. All interested parties who feel they have the capability to provide a product that can meet required specifications must submit a capability statement no later than 2:00 P.M., Eastern Daylight Time on 27 August 2013. Your response must demonstrate your firm's and products capabilities and experience. All submittals will be considered by the Government and will be evaluated solely for the purpose of determining whether or not to meet the Government's need on a competitive basis. A determination by the Government not to compete this proposed effort with full and open competition, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. No request for proposal (RFP) will be issued based upon this Notice of Intent.
