Description
Justification for Other Than Full and Open Competition The U.S. Broadcasting Board of Governors, (BBG), International Broadcasting Bureau (IBB), pursuant to Federal Acquisition Regulation (FAR) Subpart 12.67 intends to issue a Sole Source Award to Emergent Space Technologies resulting from this Combined Synopsis/Solicitation for Software Development and Testing using both satellite technology and web development software as commercial items in accordance with format of Subpart 12.6 as supplemented with additional information in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The authority for negotiating on a sole-source basis with Emergent Space Technologies is made under authority of 41 U.S. C. 253(c)(1) and Federal Acquisition Regulation 6.302-1, which provides for limiting competition from only one responsible source and no other supplies or services will satisfy the agency requirements. The North American Industry Classification System (NAICS) Code is 541511. This Solicitation Number BBG50-R-13-00017 is issued as a request for proposal (RFP) that will result in a single award of a Firm Fixed Price Contract, using FAR Part 15 (Contract by Negotiation) procedures to provide Software Development and Testing. The government reserves the right to make an award on the initial proposal without discussions of this procurement. Emergent Space Technologies will maintain the existing maintenance and support for server and client software to meet the following minimum criteria: SECTION C STATEMENT OF WORK C.1 BACKGROUND C.1.1 The Broadcasting Board of Governors (BBG) has a requirement for a Contractor to provide software maintenance and support for a program that enables the transmission of (multicast/unicast) files and streams to clients via a one-way satellite link. C.2 SCOPE OF WORK C.2.1 The contractor shall provide maintenance and support for server and client software that enables BBG to deliver web pages and other content to a non technical audience on a one-way satellite link. It is desired to use existing freeware for both the server and client or at least to be used to be modified for this application. The BBG will encapsulate the data from the server and broadcast it on a direct to home type satellite for reception by a wide variety of users. Users will have at a minimum a satellite dish and a satellite receiver with data capability or a personal computer with a pci data/receiver card. BBG will provide the uplink for this system. C.3 SERVER/CLIENT SUPPORT REQUIREMENTS BBG requires support for software that has been developed to transmit IP data on a one way satellite path. This software allows reception of a DVB-S data channel using free client software. The software gives the user an Internet browsing experience though limited to information determined by the server administrator. The VOA's Persian News Network web page is being transmitted including several links as files or folders to be received using readily available free client software. The data rate of this transmission is to be determined as to the most efficient rate given the content. All client software must be available free of charge to end users and shall not contain any advertising or other methods to obtain additional information or revenue from the end user. User interface design and functionality of the computer programs At the minimum, the server software application shall continue to meet the following specifications: 1. Compatibility with Microsoft Windows NT 4 Server, Windows Server 2003, and Windows Server 2008. 2. Source code must be written in either Microsoft C# 4.0 or Visual C++ programming language. 3. Consist of a user interface, which allows the user to configure the server software application's behaviors including, but not limited to, connection parameters, resource location parameters, protocol-specific parameters, and scheduling parameters, etc. 4. Must be able to establish connections and send data stream to the existing hardware (encapsulator). At the minimum, the client software application shall continue to meet the following specifications: 1. Consist of a user interface that displays the information of files received from the server. The client software application may open files using commonly available third-party applications such as, but not limited to, Windows Media Player and Microsoft Office, etc. 2. Consist of a user interface, which allows the user to configure the client software application's behaviors including, but not limited to, connection parameters, proxy settings, resource location parameters, protocol-specific parameters, and scheduling parameters, etc. Server Redundancy Development and System Enhancements 1. Contractor shall develop the necessary operating software to provide redundancy for the server. 2. System enhancements will be includes software upgrades, improvements and future software releases. Training Contractor shall provide 40 hours of training on the application software. C.4 DELIVERABLES C.4.1 Documentation The contractor shall provide detailed written documentation including drawings and diagrams of system and network architecture as appropriate. Required software documents shall include documentation for end users such as a user guide which will be written for an audience familiar with basic computer and internet use but not overly technical. Documentation shall be provided in English but may need to be translated into languages as specified for the target countries. Monthly written progress reports are required. C.4.2 Software Should this task require the contractor to develop new software the contractor will maintain ownership or licensing of all software used to complete the task, with only specified rights transferred to the BBG. However, the BBG may specify that software created or used for this task must be delivered to the BBG, with ownership or licensing transferred to the BBG. If the software is custom developed for BBG and ownership transferred to the BBG, all source code shall be provided and approved by the Authorized Representative of the Contracting Officer (AR/CO), and if it incorporates any open source software, it must include the open source license as well. C.4.3 Hardware It is expected that the contractor will need to purchase a server for this task in order to demonstrate its functionality and redundancy. Para C.6.3 of the base contract applies. C.5 SCHEDULE The contractor shall deliver a working prototype of the system enhancements by the end of the 2nd month. The contractor shall software maintenance and support throughout the term of the contract. C.6 PROGRAMMER SKILLS At the minimum, the contractor must possess the following skills: 1. Familiar with satellite technologies including the use of IP data encapsulators. 2. A minimum of 5 years experience in Microsoft Windows application development using either C# or Visual C++. 3. A minimum of 5 years experience in network programming. Must have experience in working with both stateful network protols (such as TCP) and stateless network protocols (such as UDP). 4. A minimum of 3 years experience in developing both client and server software applications.
