- This Presolicitation Notice is to announce that the U. S. Geological Survey, Wisconsin National Wildlife Health Center (NWHC) is proposing to negotiate a contract with Biolog, Incorporated, on a sole source basis, for a automated Biolog GENIII OmniLog System (plus MicroStation). The USGS has concluded that this system is unique and only available from Biolog, Inc. The reasons justifying this lack of competition are based on the following description of specific unique and essential qualifications the Government requires of the system to meet its minimum need: 1)Capability to identify all classes of microorganisms relevant to those isolated by the DML during routine operations, including gram negative bacteria, gram positive bacteria, yeasts, and filamentous fungi. 2)Capacity to identify microorganisms (gram negative/positive bacteria, yeasts, and filamentous fungi) of environmental, marine, veterinary, agricultural, and clinical origins. 3)Automated incubation, reading, and analysis capabilities to identify microorganisms (gram negative/positive bacteria, yeasts, and filamentous fungi). 4)Minimum capacity to automatically analyze up to 50 microbial isolates at one time. 5)Ease of operation through identification of both gram negative/positive aerobic bacteria without prior determination by a laboratory technician using a single set of universal materials/reagents. 6)The system must incorporate data management software that allows the user to manually compare identification data generated from unknown and to create custom, user defined microorganism databases. The DML specializes in identifying pathogenic microorganisms (gram negative/positive bacteria, yeasts, and filamentous fungi) isolated during the course of wildlife disease investigations. While other automated microbial identification systems are primarily designed for use in human clinical diagnostic laboratories, Biolog is the only system that incorporates large databases (over 2,686 taxa represented, including bacteria, yeasts, and filamentous fungi of environmental, marine, veterinary, and agricultural origin) that specifically include microorganisms relevant to the isolates generated by the DML. Also, Biolog is the only system that identifies filamentous fungi, an additional minimum need of the DML. Purchase of the Biolog GENIII OmniLog System is a necessary upgrade to a system that currently exists in the laboratory, and the Biolog system uniquely has several primary salient characteristics minimally required by the DML, including: 1) databases representative of microbial isolates relevant to the veterinary pathology and environmental microbiology investigations conducted by the DML; 2) capacity to identify filamentous fungi, in addition to identification of bacteria and yeasts; 3) ability to identify both gram negative/positive aerobic bacteria using a single set of universal materials/reagents without prior determination by a laboratory technician; and 4) a data management system that allows creation of custom, user defined microorganism databases. In order to be considered responsive to this Notice, a firm must provide the appropriate capability statement for consideration by August 25, 2013.
