- UPDATE - THIS IS TO UPDATE THIS NOTICE WITH A DRAFT SOLICITATION (SEE ATTACHED) For questions on the update, please contact Todd Stackhouse at todd.m.stackhouse.civ@mail.mil or MAJ Matt Sullivan at matthew.b.sullivan6.mil@mail.mil. This a pre-solicitation notice for non-personal guard service at U.S. Army Garrisons throughout out Germany. This is a follow on acquisition for contract W912CM-09-D-0015. Contract security guard personnel employed under this contract may be used to provide static installation access control, roving security patrols, explosive detection dog teams (EDD), intrusion detection system monitoring (unarmed), pass and badge control, static personal security, or any other security related function associated with the protection of U.S. Government installations, materials, property, and personnel. Interested parties must be able to obtain all training and certifications required by German law. Please note that most of the training and certification requirements are only taught and tested in the German language. Required training (security/weapons certification) can only be taught and tested by an instructor certified by the German Government. In accordance with FAR clause 52.237-1--Site Visit, a site visit and questions and answer (Q&A) session will be conducted on 13 June 2013. Potential offerors are urged to attend the site visit to gain a better understanding of general and local conditions that may affect the cost of contract performance. Additionally, the Government intends to address general contract requirements, Host Nation labor laws, and EDD requirements during the Q&A session. In no event shall failure to attend the site visit constitute grounds for submitting a claim or protest during the solicitation phase or after contract award. Attendance to this site visit is not mandatory or a pre-requisite to submitting a proposal in response to the request for proposal. Due to capacity issues, no more than two (2) individuals per company may attend the site visit. If interested in attending this site visit, please e-mail the following information to Mr. Thomas Blackwell (Thomas.g.blackwell.civ@mail.mil) no later than 6 June 2013, to arrange for installation access: - Last Name - First name - Nationality - Birth Date - Passport or ID card number - Vehicle make and license plate - POC E-mail address to reply with their access approval or non-approval to site Those failing to provide this information by the deadline of 6 June 2013 will not be allowed to attend the site visit. An itinerary will be emailed to confirmed attendees no later than 11 June 2013. The email will include a meeting place in the Kaiserslautern area. A draft copy of the Performance Work Statement (PWS) is attached for your review. Offerors are encouraged to submit questions ahead of the site visit in order to give the Government time to adequate time to research. Additionally, all questions and answers from the site visit will be posted to the Army Single Face to Industry (ASFI). Although, the site visit is not mandatory for solicitation or award consideration, attendance is highly encouraged. This is the only site visit scheduled in support of this contract action and no other site visit will be conducted. The Government will not reimburse the contractor for any expenses related to attending this site visit. Any further information regarding the site visit will come from the 409th TCC contracting office.
