- RFP MSC's N3/5 (Operations/Plans), PM5 (Sealift), and other MSC components are responsible for conducting operations, planning and sealift operations for the Military Sealift Command (MSC) in the areas of vessel and port characteristics, port-to-port distances, and other data of interest to MSC marine transportation specialists and staff. MSC requires access to a searchable database containing the marine transportation information to conduct planning and operations for the Military Sealift Command.
