- Combined Synopsis Solicitation Attachments Combined Synopsis Solicitation The Partner Language Training Center Europe (PLTCE) of The George C. Marshall European Center for Security Studies has a requirement for 12 weeks of Tuareg Language Instructional Services. The combined synopsis solicitation and associated attachments are attached. The quote deadline date is 2PM Central European Time on August 27th. Please note that this requirement is being solicited contingent upon the availability of fiscal year 2013 funds.
