This is sources sought announcement only. The purpose of this notice is to conduct market research and obtain information from qualified businesses with special interest in seeking: Small Businesses (SB); VA certified Service Disabled Veteran owned Business (SDVOSB) and Veteran Owned Small Business (VOSB) small business concerns. No solicitation is being issued at this time. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. Your responses will be due by August 21, 2013, 12:00PM (CST) to the point of contact listed below. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The appropriate NAICS Code is 561210 and the small business size standard is $35.5M. Interested firms are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the System for Award Management (SAM) database prior to award of a contract. Delaney, email: brian.delaney@va.gov Statement of Work Provide all management, tools, supplies, equipment, and labor necessary to maintain, repair and overhaul SOLAR Turbine Mercury 50 gas turbine generating unit located at VAMC Dallas, 4500 S Lancaster Rd, Dallas, TX 75216. Description of Work: Contractor shall provide full preventive, corrective and overhaul maintenance in accordance with manufacturer's recommendations. The contractor shall be responsible for all costs associated with accomplishing repairs and replacements, including labor, equipment and supplies for all equipment. Contractor will provide exchange turbine of similar configuration when overhaul is required. 1.COVERED EQUIPMENT a.Gas Turbine Engine b.Gearbox c.Generator d.Recuperator e.Turbine Control System f.Start System g.Fuel System h.Lube Oil System i.Battery Charger j.Ventilation k.Unit Fire and Gas System l.Vibration System 2.REMOTE MONITORING AND DIAGNOSTICS (RM&D) a.Perform continuous monitoring of turbine package, analyze data to diagnose equipment degradation or identify potential failure. b.Use data to plan predictive maintenance to ensure maximum reliability. c.Monitoring must take place independent of VA phone or computer systems. 3.MAINTENANCE AND INSPECTION a. The contractor shall perform routine preventive maintenance and inspections as delineated in the table below. Electric/Hydraulic actuators, inspect shafts for cleanliness or scoring.XX Inspect Intake and Exhaust systems (debris, leaks, and damage).XXX Inspect evaporative cooler for proper operation.XX Inspect enclosure vent fans and filters.XX Electrical and Control SystemsQuarterlySemi-AnnualAnnual Visually inspect gages and indicators for proper operation.XXX Inspect control console electrical connections for cleanliness and security.XXX Verify and record speed magnetic pickup sensor output.XX Inspect condition of thermocouple harnesses and supports.XX Inspect fire detectors for cleanliness and sensitivity.XXX Test fire eyes and thermal devices. Verify system solenoids for proper operation.XX Test Hazardous Package sensors/detector(s). Calibrate as required.XX Inspect critical gages. Calibrate or adjust as required.XX Inspect and Verify package vibration monitoring and associated vibration devices (transducers).XX Inspection of charger (batteries) for condition and proper operation.XX Replace PLC battery.X Fuel SystemsQuarterlySemi-AnnualAnnual Record fuel pressure.
