- THIS IS A SOURCES SOUGHT SYNOPSIS. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. THE PURPOSE OF THIS NOTICE IS TO OBTAIN INFORMATION REGARDING THE AVAILABILITY AND CAPABILITY OF INTERESTED AND QUALIFIED SOURCES. The Mission & Installation Contracting Command - Fort Sam Houston (MICC-FSH) is performing a market research for businesses in preparation for a future procurement. Any interested firm should submit a Capabilities Statement with information which clearly demonstrates their capabilities to provide the lease vehicles requirement described below and in the attached Performance Work Statement (PWS). This notice is to identify private sector capability to provide leasing of commercial vehicles for the 75th Training Command (TC) Mission which will take place in Houston area, TX. The 75th TC requires for contractor to provide and deliver between 119 to 159 commercial vehicles (sedans, sport utility vehicles (SUVs), minivans, box trucks and passenger vans) to the Government on short notification. Interested parties are expected to review this Notice and the attached PWS to familiarize themselves with the requirements of this project; failure to do so will be at your firm's own risk. As a result of this notice, the Government may issue a Request for Proposal (RFP). There is no solicitation available at this time. However, should such a requirement materialize, no basis for claims against the Government shall arise as a result of a response to this notice or the Government's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. PROJECT REQUIREMENTS: (Refer to PWS) Period of Performance: The period of performance to exercise the mission specified in the attached PWS shall be for at least six (6), but no more than ten (10) days following contractor notification. The contract type is anticipated to be an Indefinite Delivery Indefinite Quantity (IDIQ) with a five (5) year ordering periods. The applicable NAICS code is 532112 (Passenger Car Leasing) with a size standard of $35.5M, and this requirement will be full and open (unrestricted) competition. SUBMITTAL REQUIREMENTS: Capability Statement/Information Sought: The capabilities statement shall demonstrate a clear understanding of all tasks specified in the PWS and shall address the following areas: 1. Demonstrate the ability to meet all the requirements specified in the PWS. Specifically, address the following: (a) Specific delivery date is unknown, however, once notified to proceed, demonstrate capability to respond in the respected time frame with very short notice; (b) Capability to provide required number of vehicles (between 119 to 159) during 6 to 10 days and meet the specifications. Other Required Information: All responses must include the following information: 1. Name of Company; Company Address; Point of Contact (POC), with Name, Phone Number, Email Address, NAICS Code, DUNS Number, CAGE Code, and Socio-Economic Size Status (Large/Small Business). Information Submission Instructions: All interested, eligible parties that can fulfill this requirement described in PWS should submit electronically (via email) to Rumiko Shimooka, Contract Specialist at rumiko.shimooka.civ@mail.mil, or Sherrill S. King, Contracting Officer at Sherrill.s.king.civ@mail.mil, in MS Word or Adobe Document Format (pdf). Cut-off Date: Electronically submitted capability statements are due no later than 3:00 PM CST on Friday, 30 August 2013.
