U.S. Government Seeks Sources for Leasing Internal Revenue Service (IRS) and Treasury Inspector General for Tax Administration (TIGTA) Project No. 3NV0092 Las Vegas, Nevada AMOUNT OF SPACE : The General Services Administration ( GSA ) desires to lease approximately 65,388 rentable square feet of contiguous office and related space, yielding a minimum of 56,859 ANSI/BOMA Office Area square feet to a maximum of 57,996 ANSI/BOMA Office Area square feet. The lease must also provide for thirty-eight (38) on-site, secured, reserved parking spaces. TENANT : Internal Revenue Service (IRS) and Treasury Inspector General for Tax Administration (TIGTA). LOCATION : The area of consideration is in Las Vegas, Nevada within the area bounded by: North: US Highway 95; East: Maryland Parkway; South: Charleston Blvd from Maryland Parkway to Rancho Drive, southerly along Rancho Drive to Sahara Avenue, and westerly along Sahara Avenue to Decatur Blvd.; West: Decatur Blvd. REQUIRED : The building must be located in a section of the City that is professional and prestigious in appearance, well-maintained, and of modern design and/or tastefully rehabilitated to modern use with access to public transportation (bus and/or light rail). The potential for 300 public parking spaces must be available within ½ mile of the offered space. The space shall be located in a modern quality building of sound and substantial construction with a facade of stone, marble, brick, stainless steel, aluminum, or other permanent materials in good condition and acceptable to the Lease Contracting Officer (LCO). The Government will consider space that is contiguous on the first floor of the offered building and/or space on multiple floors which are vertically contiguous or accessible using the same elevator bank. A minimum of two (2) elevators must serve the space proposed for Government occupancy. The building must meet the Government's seismic requirements, and the tenant space must meet or be capable of being altered to meet the Government's requirements for ABAAS compliance and the requirements of LEED Silver Certification for Commercial Interiors (LEED-CI). Offers of space should, as determined by the GSA Contracting Officer, be near adequate public parking, public transportation, eating facilities, and other services such as retail shops, banks, and dry cleaners. Buildings that can fully meet ISC Level 3 requirements, including 25-foot defensible set-back, are preferred. TERM : The lease will be for ten (10) years, five (5) years firm. ANTICIPATED OCCUPANCY : No later than March 2015. SUBMISSION REQUIREMENTS FOR EXPRESSIONS OF INTEREST: This is not an "official" invitation for bids or a request for proposals. Interested respondents may include building owners and representatives with the exclusive right to represent building owners. Representatives of building owners must include the Exclusivity Agreement, Representation Letter, Listing Contract, or other Executed Agreement granting the exclusive right to represent the building owner with their response to this advertisement. Expressions of interest MUST be submitted in writing and, at a minimum, include the following information. Expressions with omissions from the list below may be excluded from consideration. BUILDING OWNERS or Owner's Agents •1. Building name and address. •2. Map showing the proposed site clearly identified as being within the delineated area as specified or defined in this ad. •3. Location of the space within the building, and the date the space will be available. •4. ANSI/BOMA defined office area showing "usable" square feet (USF) with scalable drawings (8.5" x 11"). •5. Rentable square feet (RSF) offered and rental rate per rentable square foot for a full-service lease, specifying services, utilities, and tenant improvement allowance. •6. Name, address, telephone number, and e-mail address of authorized contact. •7. Describe in detail any incentives and inducements that may be offered. PRINCIPALS - Other than Current Owners: •1. Properties for sale that are submitted for GSA's consideration must be under the control of the prospective owner(s). Typically, this would be in the form of a signed Purchase and Sales Agreement or an Option to Purchase Agreement between prospective owner(s) and existing owner. Include a copy of the appropriate Agreement with the Expression of Interest. •2. Also include all seven (7) submission requirements as specified above in the "BUILDING OWNERS or Owner's Agent" heading. •3. Expressions of Interest will be considered in the order in which they are received when multiple submittals for the same property are received. BROKERS - Real Estate: •1. If you wish to submit a building or site for GSA's consideration, include written authorization from the Owner or the Owner's Agent. •2. If the Owner or the Owner's Agent submits the same property within the deadline, you are excluded from representing their property. •3. Where multiple Brokers submit the same property or where an Agent represents multiple ownership entities, written acknowledgement is required from the Owner(s) or the Owner's Agents. •4. All submittals are date and time stamped. When multiple submittals are received for the same building, the first complete submittal received will be considered as the only submission for that building. 5 All submittals must include ALL seven (7) submission requirements as specified above in the "OWNERS or OWNER's Agent" heading. ALL PARTIES: Provide evidence for each of the following: •1. A map showing public transportation (bus and/or light rail) located within ½ mile of the offered building. •2. The potential for 300 public parking spaces available within ½ mile of the offered space (paid and/or free parking). •3. A floor plan which shows how the square footage requirement can be satisfied in contiguous space on the first floor of the building, and/or a floor plan which shows how the total square footage requirement can be satisfied on multiple floors which are vertically contiguous or accessible using the same elevator bank.
