- Building Tune Up program manual Climate Report Statement of Work The USDA, Agricultural Research Service (ARS) has a requirement for the retro-commissioning of the Crops Research Laboratory (CRL) and the National Center for Genetic Resources Preservation (NCGRP) located in Fort Collins, Colorado. This retro-commissioning contract will be a hybrid of the ARS procedures and the Building Tune-up Program Manual for Participants by the Platte River Power Authority (PRPA) and the City of Fort Collins Utilities (FCU). The retro-commissioning of these two facilities has been submitted to and approved by the PRPA and FCU, with the intent of the retro-commissioning Contractor receiving the rebates directly from the PRPA, in accordance with their procedures.The contractor shall furnish all labor, materials, tools, supervision, and equipment to perform all operations necessary to accomplish all work as shown on the drawings and specifications. Services under the contract will include, but are not limited to, review of electronically provided drawings, general utility usage, and requested as-build drawings; Test and Air Balance report and Hydronic Flow report of identified Heating Ventilation and Cooling Systems; development and submission of a retro-commissioning plan; retro-commissioning of the identified facilities and training of the facility maintenance staff. This procurement requires the use of biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. Where available, these products should first be acquired from among qualified products that fall under the umbrella of items designated through the USDA BioPreferred SM Program This requirement will be competed full and open among qualified firms for the award of a single Firm-Fixed Price type contract. The Government will evaluate offers for award purposes, considering the evaluation factors below, and will award to that offeror whose proposal represents the best value to the Government. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. Factors and sub-factors are prioritized in the following order of importance (i.e. most important first, least important last) for award evaluation 1, 2, 3, 4. 1) Past Retro-Commissioning (RCx) Performances. a) Identify Federal, State and Local Government and private contracts with dates of the Notice to Proceed and the Final Invoice Dates. b) Identify the Company's Task as the Prime Contractor, or Consultant. c) References should include all on-going contracts or those completed within the last five (5) years. d) Provide a list of references with points of contact and phone numbers, pertaining to those contracts. These contact's may be contacted and their responses will be scored based on the following elements with projects participated in as the Prime being weighted more heavily than projects participated in as consultants, sub-contractors and individuals. e) Client overall satisfaction with Project and cost: does the project fulfill the requirements of clients stated function, does the project require unexpected maintenance activity, and have latent defects been found? 2) Personnel Qualifications. a) On-Site Personnel Qualifications. i) Experience and education of personnel. This information should include RCx Training, RCx experience, collegiate or advanced degrees obtained, training courses completed and dates of completion of each, and all certifications, licenses, or other professional recognition. It should also include specific work experiences applicable to the requirements under the solicitation. It must also include workers qualification, technical training specific to their work field and OSHA training. b) Off-Site Personnel Qualifications. i) Experience and education of personnel. This information should include RCx Training, RCx experience, collegiate or advanced degrees obtained, training courses completed and dates of completion of each, and all certifications, licenses, or other professional recognition. It should also include specific work experiences applicable to the requirements under the solicitation. It must also include workers qualification, technical training specific to their work field and OSHA training. 3) Technical / Management Approach - The Offeror shall demonstrate the following, relevant to the subject procurement. a) Retro-Commissioning Philosophy - Include RCx Agent's Measurement and Verification Procedures and Equipment. b) On-Site Efforts percentage of total efforts. c) Past Deliverables. Only one Project's Past Deliverables for a Building similar in size and function as this Building. Price - be sure all information is filled out under the Schedule The NAICS code is 541350, and the small business size is $7 million or less in annual receipts averaged over the last three (3) years. Prospective offerors are required to be registered in the System for Award Management (SAM) database prior to award. Estimated magnitude for the total project is between $25,000 and $100,000. A site visit is scheduled for 1pm MT August 21, 2013 at the Crops Research Laboratory, 1701 Center Avenue, Fort Collins, CO, 80526 and 2pm MT at the NCGRP located at 1111 South Mason, Fort Collins, CO, 80521. Offerors are encouraged to submit their proposal via email to: Trent.Stevens@ars.usda.gov. Indicate Project No. 13-0819-01 on all documentation submitted. No faxed, telegraphic or telephonic submittals will be accepted. The closing date for receipt of proposals shall be 5:30 p.m. EST on August 30, 2013.
