- The National Aeronautics and Space Administration (NASA) NASA Shared Services Center is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition for an Executive Contracting 5 day Course. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto. The NASA Shared Services Center requirements include the following: Course Description: The requested training course, instruction, and course materials shall be one (1) existing and readily available five-day commercial off-the-shelf course (no modification to vendor's course offering) to provide a highly advanced course for government contracting professionals experienced in Procurement. The course content must challenge attendees to think critically and analyze complex acquisition issues and problems for which there may be no immediate, definite answers. Attendees must be required to propose solutions and strategies that consider all stakeholders and can directly affect outcomes, mission accomplishment, and daily activities. The course shall be geared toward a federal government audience and include a combination of lecture; case studies; illustrative examples; team projects/briefings; and group discussions considering questions on any procurement subject. At a minimum, the requested training course shall include, but is not limited to advance level instruction in the following: --An overview and refresher on the Federal Government Contracts System --A discussion of the Institutions that Control Federal Government Contracts --A discussion of Judicial bodies impacting procurement activities within Federal agencies --A discussion of changes and equitable adjustments in government contracts --Instruction in contract formation; source selection and past performance considerations --A discussion of commercial item acquisition --Instruction regarding contracting for services --Hands-on practice in conducting contract negotiations in the new acquisition environment --A discussion of preparing and defending claims; terminations; equitable adjustments and cost recovery --Instruction in the latest guidance regarding cost accounting standards; cost principles; defective pricing; payments The North American Industry Classification System (NAICS) code for this procurement is 611430, Professional and Management Development Training, with a size standard of $7.0 Million. Estimated award date for this contract is September 2013. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized on FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. Interested offerors/vendors having the required specialized capabilities to meet the above requirement should submit a capability statement of 3 pages or less indicating the ability to perform all aspects of the effort described herein. Responses must include the following: name and address of firm, size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged, 8(a), Woman-owned, Veteran Owned, Service Disabled Veteran Owned, Historically Underutilized Business Zone and Historically Black Colleges and Universities)/Minority Institutions; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact - address and phone number).
