Description
NIHLM2013838-UHP Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information contained in this notice. This announcement constitutes the formal Request for Quotation NIHLM2013838-UHP and a written solicitation WILL NOT be issued. The solicitation document and incorporated provisions and clauses are those in effect through April 2013 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars 2005-69. This acquisition is NOT small business set-aside. It is the intent of the National Library of Medicine (NLM) to negotiate with a contractor to provide a salvage and recovery contingency plan in place with a professional disaster response service in the event that a large-scale disaster overwhelms available NLM response capabilities. In such an event NLM would require rapid response: to assess the situation and craft a plan of action; to minimize damage to its collections; to quickly and safely remove wet materials from up to four levels (three of which are below ground) while handling NLM material without causing further damage; to follow NLM procedures for dealing with a variety of materials including general collection and historical collection printed works on coated and non-coated paper, vellum and parchment manuscripts and bindings, leather bindings, boxed archive materials, flat paper objects, photographic prints and negatives, microfilms, motion picture films and magnetic tapes; to properly inventory and pack wet items for transport to freezer facilities; to provide transport, including freezer trucks as needed, from NLM to freezer facilities; to safely and properly store frozen NLM materials in secure freezer facilities as needed; to work with NLM staff to develop a recovery plan specific to each type of material; to freeze-dry materials that can be safely dried in this manner; to recover film and tape media within recommended time limitations; to safely and properly recover a variety of materials using subcontracted professional recovery services as needed that can meet NLM's requirements; to track all salvaged NLM materials removed from the Library for recovery; to coordinate and properly invoice for all subcontracted work (if any), including submission of samples as required; to arrange for all recovery work to be scheduled and done in a timely manner; to comply with all NLM and National Institutes of Health (NIH) visitor and parking regulations during disaster response; to conduct annual site visits to NLM to review response procedures; to properly prepare and submit itemized invoices for payment. EVALUATION FACTORS FOR AWARD The evaluation will be based, in addition to price, on the demonstrated capabilities of the perspective vendors to the meet the needs of the project as set forth in the Statement of Work. Prospective vendors must submit information sufficient to allow NLM to evaluate their responses based on the following criteria. Content and technical factors are of paramount consideration; however, cost is also important to the overall award decision. All evaluation factors other than cost, when combined, are significantly more important than cost. Offeror(s) are advised that award will be made to that Offeror(s) whose proposal provides the best overall value to the Government. In determining which proposal represents the best value and results in the lowest overall cost alternative to meet the Government's needs, the Government shall evaluate proposals using the following technical evaluation criteria, listed in the order of relative importance with weights assigned for evaluation purposes: Criteria/Maximum Points Criterion A: Technical Approach & Understanding of the Statement of Work (40 points) The proposal should provide a sufficient level of detail to indicate that the offeror clearly understands the Statement of work (SOW) and is able to meet all technical requirements set forth therein. The offeror demonstrates an understanding that the proposal is a contingency plan to be implemented only as the Library requires. The offeror understands the need for cooperation with NIH authorities and ongoing communication with NLM staff during a response action. The offeror's response includes, but is not limited to, a clear understanding of the following: (a) timeliness of response, assessment, and prompt development of a salvage plan; (b) time-sensitive risks to the collection materials listed in the SOW; (c) non-damaging care and handling of wet or otherwise damaged collection materials listed in the SOW; (d) identification and tracking of all material being removed from the Library; (e) use of appropriate freezing and freeze-drying technologies; (f) use of appropriate air drying techniques; (g) use of appropriate dry-processing techniques; (h) timely provision of appropriate freezer trucks and freezer space as needed; (i) provision of security for NLM collection materials in transport, offsite freezer facilities, freeze-drying facilities and recovery subcontractor sites; (j) development of a recovery plan with specific types of collection materials sent to professional subcontractors as needed; (k) subcontractor sample to be provided to NLM upon request in advance of work; (l) potential need for additional resources, including manpower, freezer trucks and packing materials, as disaster response evolves. Criterion B: Past performance (30 points) Offerors are required to provide three references with names and contact information of individuals who have direct knowledge of the offeror's past performance during large-scale library or archive disaster response events. References will be asked to discuss the following: 1. Adequacy of the offeror's salvage performance as reflected in: (a) timeliness of response and provision of salvage plan; (b) appropriateness of care and handling methods demonstrated by offeror's staff; (c) effectiveness of salvage plan; (d) appropriateness of salvage actions; resolution of problems encountered, if any. 2. Adequacy of the offeror's recovery plan as reflected in: (a) appropriateness of recovery actions; (b) resolution of problems encountered, if any; and (c) satisfaction with results of recovery actions. If subcontractors were used to perform recovery work, references should be able to discuss how subcontracting was arranged and whether or not the result of a subcontractor's performance was satisfactory. 3. Clarity and accuracy of the offeror's invoices and invoicing system, including any invoicing that reflected recovery work done by subcontractors. Criterion C: Corporate Capability (30 points) Offerors are required to demonstrate that adequate resources would be available and could be allocated as needed to comply fully with the NLM salvage and recovery requirement as described in the Statement of Work. Offerors are required to provide resumes of managerial staff who would be involved in a salvage and recovery operation at NLM. Offerors are asked to provide a list of potential sources who might be subcontracted for professional recovery services for specific types of collection materials described in the Statement of Work. The offeror's account managers should have the knowledge and skills to comply with government invoicing requirements and procedures. Total Possible Points: 100 points All proposals received by September 3, 2013, 4:30 P.M. (Eastern Daylight Time) will be considered by NLM. Responses must be in writing, and must include pricing information and meet the criteria requirement. All responses from responsible sources will be considered.
