Attachment 9 Client Authorization Letter 1. The Government is hereby releasing the draft Request for Proposal (RFP) package for the Spatial Disorientation (SD) Trainer Program, reference the request for information on 5 June 2012 numbered CY12-WPAFB-SpatialD and on 16 November 2012 numbered CY12-Spatial_Disorientation-WPAFB. SD is a new effort to produce, field, and support a Commercial-Off-The-Shelf (COTS) SD training system. The SD Trainer Program will acquire motion-based trainers with basic aircraft control and performance displays representative of generic training aircraft cockpit controls and funcitionality. The training system will take the place of Barany Chair training to meet requirements in the Student Undergraduate Pilot Training (SUPT) syllabus. It is expected that the scope of the SD contract will include production units and Contractor Logistic Support (CLS). The contract is anticipated to be a Firm Fixed Price (FFP) type contract with a term of five years (1 base + 4 option years). 2. This draft RFP is intended to benefit the Government and potential offerors by producing a proposal that clearly explains the requirements and the methodology by which the proposals will be evaulated. The documents contained in the RFP should generate questions and constructive comments from industry. The draft RFP should not prompt an offeror to return a proposal in response. 3. The government is requesting feedback in some specific areas in accordance with the response date of 27 August 2013 to the POC's listed; but feedback on the entire package is encouraged. a. Are the instructions easy to understand? Are the evaluation criteria obvious? b. Has the Government overlooked anything one would expect to be evaluated on from a similar program? c. Is the pricing strategy proposed in Attachment 3 easy to understand? Can it be improved? d. Has the Government asked for anything that could be identified as unnecessarily inflating program or porposal costs?
