- Description
- The Tomahawk Weapon System (PMA-280) program office in conjunction with the Naval Air Systems Command (NAVAIR), Patuxent River, MD has a requirement for Advanced Tactical Display Center (ATDC) Flat Panel Display (FPD) units for the Tactical Tomahawk Weapons Control System (TTWCS) program. TTWCS is the hardware and software system responsible for the initialization, preparation, and launch of Tomahawk Block III and IV missiles. The requirement is for a commercial-off-the-shelf (COTS) rack mountable FPD design for naval shipboard applications and shall comply with the Statement of Work (SOW) dated 27 Jun 2013 and the Vendor Item Control Drawing (VICD) dated 05 Aug 2013, Number 8501767, Revision E. BACKGROUND The prior solicitation N00019-12-R-0087 for this requirement was synopsized as a small business set-aside in FedBizOpps on 02 November 2012 under the North American Industry Classification System (NAICS) code 334118 and Product Service Code (PSC) 1440. The small business set-aside was dissolved and the solicitation was subsequently cancelled in its entirety via an amendment posted to FedBizOpps on 08 March 2013 due to an incorrect PSC of 1440 and a modification of program requirements. The Navy's original requirement was for a 21.3" display. Given possible funding constraints, the Navy reached out to Industry via a Sources Sought posted on FedBizOpps 18 July 2013 under the NAICS 334118 and PSC 7025 to assess availability of alternate size displays. The information gleaned from the responding vendors in Industry that a 20.1" display could be an alternative, but the display has obsolescence issues. Subsequently, the responding vendors were provided an updated VICD and a request to provide information on a 21.3" display on 06 August 2013. Based on the information provided by Industry and given the potential of a greater cost impact in the future, the Navy has determined that the original 21.3" display requirement is in the best interest of the Government. Therefore, the Naval Air Systems Command, Patuxent River, MD intends to conduct a full and open competition. The Government's intent is to award a single contract Firm-Fixed-Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract to the offeror who provides the Lowest Price Technically Acceptable (LPTA) response, with an anticipated award date of 05 November 2013. The period of performance will be for a base year plus two (2) one-year options, for a total of three years of performance from date of award. The approach is intended to allow small businesses adequate time to be able to meet the required environmental requirements for future follow on procurements. IN ORDER TO BE PROVIDED THE RFP, SOW and VICD interested bidders should request the documents via email to Teresa R. Brady at teresa.brady@navy.mil with the following information: •Company name •Cage Code, DUNS number •Current small business status All responses shall include Company Name, Company Address, Company Business Size, cage code, DUNS number, and Points-of-Contact (POC) including name, phone number, fax number, and email address. Classified material SHALL NOT be submitted. All proprietary or corporate data received shall be clearly identified and will be protected from release to sources outside the Government. Any resulting contract is anticipated to have a security classification level of Secret at time of contract award for personnel and facilities clearances.
