- BRIEF STATEMENT OF WORK Urine Specimen Collection and Breath Alcohol Testing Services Overall Summary : Battelle is soliciting interest as to provision of services on the Pacific Northwest National Laboratory (PNNL) Richland Campus for urine specimen collection and breath alcohol testing services that meet Federal certification standards as specified in the references detailed below. Within the context of this request for interest, responses should provide generalized information with regards to anticipated labor resources and associated operational costs to meet the stated requirements. The facility in which urine specimen collection and breath alcohol testing services would be conducted would be provided and managed by Battelle. In this regard, Battelle will assure collection site construction standards are met. Background : Battelle Memorial Institute, Pacific Northwest Division (Battelle) operations the Pacific Northwest National Laboratory (PNNL) for the US Department of Energy (DOE) and as such is required to implement a drug policy and program pursuant to Title 10, Code of Federal Regulation Section 707 (10 CFR 707), Workplace Substance Abuse Program (WSAP) at DOE Sites". Battelle has also elected to include within the context of the PNNL WSAP, requirements for the use of alcohol with specified thresholds consistent with Department of Transportation (DOT) regulations as to impairment and influence. References : • 10 CFR 707, Workplace Substance Programs at DOE Sites • Department of Health and Human Services (HHS) Mandatory Guidelines for Federal Workplace Drug Testing Programs • HHS Collection Site Manual for the Collection of Urine Specimens for Federal Agency Workplace Drug Testing Programs • HHS Urine Specimen Collection Handbook (HHS Collection Handbook) • HHS Collection Site Checklist for the Collection of Urine Specimens for Federal Agency Workplace Drug Testing Programs • 49 CFR 40, Procedures for Transportation Workplace Drug and Alcohol Testing Programs, - Subparts J, K, L, M, N (pertaining to alcohol testing) Contractor Requirements : • Operating and maintaining the PNNL Richland Campus collection site in accordance with referenced regulations. Within the context of this task, provide the necessary personnel, supplies, equipment, supervision for specimen collection, alcohol testing, security and temporary storage. • Providing collection and supervisor personnel who have met referenced regulatory certification requirements for all aspects of specimen collection and alcohol testing processes. Contractor personnel must meet applicable training, certification, licensing and experience requirements. • Providing qualified temporary or back-up personnel if the permanent personnel are replaced or unable to perform the assigned work. • Conducting specimen collection and/or alcohol testing for reasonable suspicion and occurrence testing of PNNL staff and subcontractor personnel. • Conducting observed collection as required by referenced regulations. • Providing for delivery of required specimens and associated documentation to the PNNL designated analysis laboratory. Provide alcohol test results and specimen collection copies to the PNNL designated MRO. Included within this task is assuring use of regulation compliant collection supplies (e.g., Federal chain of custody forms, etc.) • Facilitating submission of blind quality control samples provided by PNNL through the PNNL designated analysis laboratory in accordance with referenced regulations. • Facilitating required reporting relative to specimen collection and alcohol testing to the appropriate entity as specified in referenced regulations. • Disposal of waste resulting from the collection process in accordance with all local, state, and federal regulations. • The Contractor shall have and provide a fully implemented Quality Assurance (QA) program, as required by Substance Abuse and Mental Health Services Administration (SAMSHSA) and 49 CFR Part 40.31, which encompasses all aspects of its program and services. • The Contractor shall be subject to the requirements of 10 CFR Part 830.122, Quality Assurance Requirements with the exception of criterion 6 unless applicable for software controls, and 10 CFR Part 820.11, "Information Requirements". • The Contractor will be subject to periodic review for assessments/audits related to QA compliance and regulatory compliance. Hours of Operation : For the purposes of this Sources Sought, Battelle is presenting two options for the hours of operation. Please comment on both if you are able to provide and describe how the work might be completed. Option A : Regular hours of operation for collection personnel to be available 3 hours per day Monday - Thursday. In addition, collection personnel must be available for peak work-loads on a quarterly basis for approximately 2-3 weeks during the quarter for eight hours per day five days per week. The hours of operation would be during regular business hours (approximately 8:00 a.m. to 3:30 p.m.). Periodic off-shift (night-shift and/or weekend) collection sessions on the PNNL campus. One week notice will be provided to the Contractor whenever off-shift collection is being scheduled. Off-shift testing is between 6:00 p.m., and 6:00 a.m. During off-shift testing, specimen collection personnel will work between two and six hours. Provide twenty-four (24) hour on-call specimen collection services for unscheduled, no-notice testing situations such as reasonable suspicion or occurrence testing. Option B : The collection services available five (5) days per week, eight (8) working hours per day, between Monday and Friday on the PNNL campus (excluding PNNL observed holidays each year). Periodic off-shift (night-shift and/or weekend) collection sessions on the PNNL campus. One week notice will be provided to the Contractor whenever off-shift collection is being scheduled. Off-shift testing is between 6:00 p.m., and 6:00 a.m. During off-shift testing, specimen collection personnel will work between two and six hours. Provide twenty-four (24) hour on-call specimen collection services for unscheduled, no-notice testing situations such as reasonable suspicion or occurrence testing. Statistical Data (per year) : Random tests = 600 - 800 Initial collections = 150 - 200 For cause = 6 - 7
