- The National Institutes of Health (NIH), Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intends to award a purchase order to The Brookings Institute, Engelberg Center for Health Care Reform, 1775 Massachusetts Avenue, NW, Washington, DC 20036, as partial support for conducting the "National Forum on Biomedical Innovation: Identifying Challenges and Prioritizing Needs in Medical Devices Research and Development" in February 2014. The proposed Brookings Forum is in response to the interests of NICHD and a number of NIH ICs, including the National Heart, Lung, Blood Institute, National Institute on Aging, National Institute of Biomedical Imaging and Bioengineering, Office of Rare Diseases/National Center for Advancing Translational Sciences, National Eye Institute, National Institute for Neurological Diseases and Stroke, National Institute of Nursing Research, and the National Institute of Diabetes and Digestive and Kidney Diseases. The topic of the Forum is one of the most significant issues faced by ICs as they attempt to encourage and facilitate research and development in medical devices pertinent to their missions. As the lead Agency in support of the Brookings' Forum, NICHD will work in close collaboration with each of the partnering ICs in providing appropriate input to the Agenda, the nomination of speakers and moderators, and in reviewing the final report of the Forum. The purpose of this work order is to provide partial funds to Brookings Institute Engelberg Center for Health Care Reform to conduct the National Forum on Biomedical Innovation: Identifying Challenges and Prioritizing Needs in Medical Devices Research and Development. Representatives of NICHD and the participating ICs will participate and provide information in an interactive discussion forum on the topic of innovation in medical devices. Each participant representing his or her IC will present information about the development and commercialization of medical devices of their agency. Furthermore, each participant will learn from one another and will increase their knowledge about program efforts at NIH, in other Federal agencies and throughout the private sector in meeting the medical device needs of their respective populations and will obtain recommendations for expanding their research agendas in the area of medical devices. The sole source determination is based on the substantial record of success in initiating and managing projects that address health priorities for Federal Government and the private sector. Brookings will conduct the Forum in its own facilities on Massachusetts Avenue, Washington, DC, provide the audio-visual aids, handle all publicity for the event, publish the materials as hand-outs, invite and accommodate the speakers and moderators, and write the final report or "white paper" that summarizes the Forum and its findings and conclusions. The Brookings Institute's Engelberg Center for Health Care Reform is directed by the distinguished physician administrator and researcher, Dr. Mark McClellan, former director of the Centers for Medicare and Medicare Services (CMS) and the Food and Drug Administration FDA). With an outstanding professional staff and with experience and knowledge about the relationships among the CMS, FDA and the NIH, the Brookings' Engelberg Center has the capacity and capability for conducting for meeting the requirements of the Service Order and provide an outstanding Forum and final product of highest quality and significance. In compliance with Federal Acquisition Regulation (FAR) 13.106-1(b) Soliciting from a single source. This solicitation is not a Small Business Set-Aside. This notice of intent is not a request for competitive proposals, however; all responses received, before the closing date, of this announcement will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government. It is anticipated that the RFQ NIH-NICHD-13-070 will be available fifteen (15) days after the publication date of this synopsis. Receipt of quotations will be due ten (10) days after the release of the RFQ.
