- Automated Billing System (ABS) Industry Day Questions and Answers July 17, 2013 1100-1300 Asheville, NC Question 1: Does the VA desire to have ABS as "software as a service" (SaaS) on the Cloud or run in house through the VA data centers? Answer: A SaaS solution is a viable option; however, the VA is not prescribing a specific approach at this time. Question 2: Specifically, with which in-house applications will ABS need to integrate (i.e., Huron workflow, Quadramed)? Answer: Examples of potential applications include VistA, Quadramed, and the workflow tool. However, the detailed list will be included in the acquisition documentation. Question 3: Are metrics tracking, reporting, and analytics desired components of ABS? Answer: Yes, we anticipate ABS to provide some level of reporting and analytics capability. Question 4: Please clarify with more detail, how will the requirement to trigger accounts management and secondary billing work? Answer: There is an expectation that ABS will submit billing information to VistA AR (as VistA currently does) to trigger accounts management for follow-up activities and any secondary billing if applicable. Question 5: Is it the intent of the VA to maintain all those rules in house or is it part of ABS? Answer: ABS will include business rules and an O&M plan that will dictate how those rules are updated. Question 6: What are the technology requirements for ABS? Answer: At this time the VA is open as to the technology that constitutes the ABS solution and any additional detailed technology requirements will be included in the RFP. Question 7: What is the anticipated timeline for an RFP/Award/Implementation? Answer: VA anticipates a solicitation in Q2 FY14. Question 8: What is your claim first pass pay rate? Answer: Because the current process is so manual, it is difficult at this time to track the first pass rate. However, this is a metric we would like to measure in the future. Question 9: What is your denial rate? Answer: Based on rough estimates, the denial rate ranges between 3% and 4.7%. Question 10: What is the dollar cost of a denied claim? Answer: This question is considered outside the scope of this initiative. Question 11: Please describe your clinical claims editing process. What are the tools and vendors? Answer: Once a claim has been completed in VistA, the biller checks for edits. All fatal edits must be addressed prior to authorization. The current clinical claims scrubber is Nuance. Question 12: What will be your acquisition vehicle (e.g., T4) Answer: To be determined. Question 13: Is there funding already assigned for this project? If so, is this for FY13, FY14, or FY15? Answer: We anticipate a solicitation in FY14. Question 14: Is there any technology for connectivity or messaging that is not acceptable to interface to VistA messaging? Answer: The VA does require that certain messaging criteria will need to be met and details will be provided as part of the solicitation. Question 15: What is the workflow tool that is referenced on page 22? Answer: VA currently utilizes a workflow tool developed by Huron to provide workflow management for Accounts Management, and Utilization Review. Question 16: What is the "workflow management" referenced on page 24? Answer: This current tool provides workflow management for Accounts Management and Utilization Review. The VA would like ABS to be able to integrate to whatever workflow tool the VA decides to use. Question 17: Is there a projected timeframe or order with which CPAC will implement the ABS solution? Answer: While there is no pre-determined order, we anticipate there will be a successful pilot implementation at a CPAC prior to full national rollout. Question 18: Can you elaborate on your training needs? Answer: At this time, the VA anticipates a blended approach to include on-site training and train the trainer approaches. The VA would also needing materials in order to provide ongoing training. Question 19: Is VA anticipating separate contracts for outside companies to provide Program Management and IV&V support? Answer: No, we do not anticipate this at this time. Question 20: Where and how is the Veteran income status determined? Answer: During the patient enrollment and eligibility verification completed at the time of patient check-in. Question 21: Is VA considering training of staff with the ABS procurement? Answer: At this time, the VA anticipates a blended approach to include on-site training and train the trainer approaches. The VA would also need materials in order to provide on-going training. Question 22: Will training be conducted at each CPAC and to users co-located at VAMCs? Answer: Training will primarily be conducted for CPAC users; the VA does not anticipate any training at the VAMCs at this time. Otherwise, see blended approach mentioned above. Question 23: Will exception rules be consistent across CPACs? Answer: Yes. However, the system must be able to handle payer-specific exceptions. Question 24: Which VistA revenue processes are within scope of the ABS? Answer: At this time, the CPAC third-party claim billing process is within the scope of requirements. However, there could be potential for other future billing processes. Question 25: Will any forms of messaging be prohibited (e.g., RPC Broker, HL7, TCP/IP, FTP, or Batch Processing)? Answer: Existing messaging formats will not be prohibited. However, it is anticipated that all messaging will need to be in an HL7 format in the future. Additional detail will be provided as part of the performance work statement. Question 26: Are there any known compatibility issues with any particular messaging components? Answer: No, there are no compatibility issues that we are aware of. Question 27: May we have copies of the CPAC guidebook? Answer: Appropriate documentation (use cases, etc.) will be provided along with the solicitation documents. Question 28: Do you expect this to be a COTS or in-house developed product? Answer: We are open to both options.
