Description
Draft PWS for N32205-13-R-6008 SUBJECT: Market Survey for Shipboard Electrical Service This is a request for information only and your response is not an offer. This is not a solicitation or request for quotes and no contract or purchase order will be awarded from this notice. There is no solicitation, specifications or drawings, available at this time. BACKGROUND/APPROACH The Military Sealift Command (MSC) contracts for shipboard electrical servicing on its vessels along the east, west, and gulf coasts of the Continental United States (CONUS) and various ports outside of the Continental United States (OCONUS). This includes a continuing need for capable shipboard electrical support. MSC is seeking eligible businesses for conducting shipboard electrical work in support of servicing electrical generating and power distribution, control, and monitoring system inspection, maintenance, repair, service, modification, and installation work in CONUS and OCONUS. MSC contemplates a five year multiple award indefinite delivery - indefinite quantity (IDIQ) contract (base plus option periods) to conduct shipboard servicing of electrical generating and power distribution, control, and monitoring system inspection, maintenance, repair, service, modification, and installation work. The above listed work will take place at a Government provided facility. The intended scope will include all MSC Government Owned, Government Operated (GOGO) ships including, but not limited to the following ship classes: T-AKE, T-AO, T-AOE, T-ATF, T-ARS, T-AH, T-ARC, JHSV and AS. RESPONSE It is requested interested businesses submit to the contracting office a brief capabilities package demonstrating ability to provide the requested items under NAICS Code 811219. This document shall address, at a minimum the following: (1) Company Profile to include number of employees, office location(s), DUNS number, Cage Code and a statement regarding small business designation and status; and (2) Partnership agreements with any large business. Additionally, a draft performance work statement has been provided as an attachment to this posting for industry review and comment prior to the potential solicitation being released. Industry is encouraged to provide comments and questions via email regarding the performance work statement. Industry is welcome to use the track changes feature and submit questions and comments in that format. Typical work: 1) Electrical generating and power distribution; 2) Control and monitoring system inspection; and 3) Maintenance, repair, service, modification, and installation work MSC Norfolk is seeking responses from all interested vendors regardless of business size status or business location. All Small business, Service-Disabled Veteran-Owned Small Business, Certified HUB Zone and Certified 8 (a) Small Business are encouraged to respond. The Government will determine whether a set-aside acquisition in lieu of an unrestricted competition is in the Government's best interest. The appropriate NAICS Code is 811219. Please provide your response to this Request for Information by 4:30pm Norfolk Local Time on the 29th of August 2013 via email to bryan.walsh@navy.mil. Questions will only be accepted in writing and must be submitted to the following e-mail address, bryan.walsh@navy.mil. Any calls will be referred to this posting and the written question requirement. Submission of a capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Government as to the extent of offerors available for this procurement. The Government is not obligated to, and will not pay for any information received from potential sources as a result of this notice.
