Sources Sought - Request for Information for DESCRIPTION The Omaha District, US Army Corps of Engineers is seeking qualified Small Business Community (SBC) sources (i.e., Section 8(a) Small Disadvantaged Business (SDB) Service Disable Veteran Owned Small Business (SDVOSB) Historically Underutilized Business Zone (HUBZone) Woman Owned Small Business (WOSB)) from industry that qualify under the North American Industry Classification System (NAICS) Code 562910, Storage Tanks Resource Conservation; Recovery Act Subpart I; Clean Water Act and Steel Tank Institute SP001 Compliance activities at DOD and National Guard Installations. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS REQUEST FOR INFORMATION (RFI). No reimbursement will be made for any costs associated with providing information in response to this Announcement or any follow-up information requests. The purpose of this announcement is (1) to gain knowledge of interested, capable, and qualified SBC Service Providers and (2) to notify any incumbent small business concerns that the District anticipate the award of a quote mark bundle quote mark task order no later than 30 days of the publication of this announcement. Incumbent SB Service Provider may contact the District's assigned Procurement Center Representative (PCR) at telephone number 402.221.7206 and can receive mail at: Small Business Administration (SBA) Nebraska District Office, 10675 Bedford Avenue, Suite 100, Omaha, Nebraska 68134 per Federal Acquisition Regulation (FAR) subpart 10.001. Responders must be (1) registered in System for Award Management (SAM) (i.e. CCR, ORC, etc) (2) able to past security checks, have required insurance, and meet other regulations permitting access to Department of Defense (DOD) military installations. The Government is seeking qualified, experienced sources capable of performing the requirements stated herein. The project includes the design/evaluation of military and civil works at locations throughout CONUS (Continental United States including Alaska & Hawaii) and OCONUS (Outside CONUS). REQUIREMENT In accordance with 40 Code of Federal Regulations (CFR) 112; Oil Pollution Prevention and Response, applicable United States Air Force (USAF) installations must have quote mark periodic quote mark inspections for Shop-Built Aboveground Storage Tanks (ASTs) and Underground Storage Tanks (USTs). All deficiencies recorded must be corrected to ensure compliance with the Resource Conservation and Recovery Act (RCRA) Subpart I and the Clean Water Act (CWA). Guidance requirements for inspections and corrective actions are found in the Steel Tank Institute Standard (STI) for the Inspections of Aboveground Storage Tanks (ASTs), STI SP001, current edition. The inspections of all ASTs under this SOW have been previously completed by certified STI inspectors. UST discrepancies have also been identified under another set of inspections. The scope of this contract is to use the previously completed inspection reports to field verify remaining POL (Petroleum, Oil and Lubricant) tank repair requirements, and then to make repairs to bring each AST into full compliance with STI standards and Clean Water Act requirements, and each UST into full compliance with RCRA Subpart I regulatory requirements. PURPOSE The purpose of this project is to correct compliance requirements of RCRA Subpart I and the CWA for Notice of Violations (NOVs) and Enforcement Actions (EAs) related to the tank deficiencies recorded during the latest AST/UST inspections of non-defense fuels shop-built tanks great than or equal to 55 gallons to less than or equal to 50,000 gallons in capacity. Response to this Sources Sought is strictly voluntary and will not affect any firm's ability to submit an offer if and when a solicitation is issued. There is no bid package or solicitation document associated with this announcement. The requested information is for planning purposes only and does not constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of contractors' information. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations. This Sources Sought coupled with the market survey constitutes a market research tool for the collection and analyses of information to determine the capabilities and capacity of Service Providers to support the U.S. Army Corps of Engineers' Environmental Program.
