Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL SERVICES PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Request for Quotation (RFQ) number is EE-133C-13-RQ-0766 is used as a reference ONLY as no HARD Copy will be issued. The U.S. Dept. of Commerce, NOAA, National Ocean Service, NCCOS, Center for Coastal Fisheries and Habitat Research, Kasitsna Bay Laboratory, Seldovia, Alaska has a requirement for Vessel Charter for small boat operator to conduct oceanographic surveys and sampling in Kachemak Bay, Alaska. The requirements are provided in accordance with the following: Statement of Work 1. Title Oceanographic Sampling Support Services for NOAA Kasitsna Bay Laboratory 2. Background The Kasitsna Bay Laboratory is located in south central Alaska, approximately 200 miles southwest of Anchorage, across from the city of Homer, on the south side of Kachemak Bay. KBL is off the main Alaska road system, but is connected by gravel road to the City of Seldovia. Access to KBL is by boat from Homer or by airplane to Seldovia and then by road to the facility. KBL is part of the Center for Coastal Fisheries and Habitat Research (CCFHR), in the National Centers for Coastal Ocean Science of the National Ocean Service of the National Oceanic and Atmospheric Administration (NOAA). KBL has a requirement to collect seasonal oceanographic information in Kachemak Bay, Alaska, primarily along a line across the bay entrance. To collect this data, KBL requires support services for multiple, one-day oceanographic surveys, including a vessel capable of deploying oceanographic instruments at vertical water column stations. Oceanographic instruments to be deployed include a Seabird 19Plus conductivity-temperature-depth (CTD) profiler in a steel cage and a Niskin water sampling bottle that can sample at depth. The surveys are anticipated to be conducted on Twelve (12) separate days between September 2013 and August 2014, for no more than 8 hours each day. Surveys will be timed to capture a range of oceanographic conditions during fall, winter, spring, early summer and late summer periods of the year. 3. Objectives KBL requires oceanographic sampling support services in Kachemak Bay, Alaska. 4. Requirements 4.1 Provide services to assist KBL in oceanographic sampling in Kachemak Bay, including vessel support. Vessel must be capable of safely operating in outer Kachemak Bay under a range of sea states (not expected to exceed 4 foot significant wave height conditions) and have a current U.S. Coast Guard safety inspection. Vessel should be equipped with navigational (functional GPS and VHF radio), depth sounding and medical safety equipment, as required by the U.S. Coast Guard. Vessel must have an enclosed cabin with sufficient room to accommodate up to three KBL personnel. 4.2 Vessel must have capability to deploy the CTD profiler and Niskin water sampling bottle vertically on lines to depths of up to 350 feet and to retrieve the instruments with assistance of a hydraulic or electric winch. KBL will provide the oceanographic instruments. 4.3 Contractor shall have experience in deployment of oceanographic instruments. 5. Location Primary oceanographic sampling will occur along a north-south line across the Kachemak Bay Entrance, from near Anchor Point in the north to Point Pogibshi in the south. Approximately ten vertical stations will be made along this transect, with station location coordinates provided by KBL staff. Oceanographic deployments may also be made at additional stations between the Homer Spit and the primary sampling line, and along a line from the end of Homer Spit south to McKeon Flats. The start and end locations for the surveys will normally be expected to be the Homer harbor, though other locations may be arranged by mutual agreement between KBL staff and the contractor. Surveys will be conducted on twelve (12) separate days during that period. Conformance with Environmental Management Systems The Contractor shall perform work under contract consistent with all Federal, State, Local laws and regulations to include, the relevant NOAA policy and objectives identified in the agency, organizational, or facility environmental management system (EMS) applicable for your contract. The EMS policy can be found at http ://coastalscience.noaa.gov/ems/welcome.html. The Contractor shall perform work in a manner that conforms to all appropriate Environmental Management Programs and Operational Controls as identified above, and provide monitoring and measurement information as necessary for the organization to address environmental performance relative to the environmental, energy, and transportation management goals. In the event an environmental nonconformance or noncompliance associated with the contracted services is identified, the contractor shall immediately take corrective and/or preventative actions. In the case of a nonconformance, the Contractor shall respond and take corrective action based on the time schedule established by the EMS Site Coordinator. In addition, the Contractor shall ensure that their employees are aware of the roles and responsibilities identified by the environmental management system and how these requirements affect their work performed under this contract. IT SECURITY REQUIREMENTS: The Certification and Accreditation (C&A) or Assessment and Authentication (A&A) requirements of Clause 48 CFR 1352.239-72 do not apply, and a Security Accreditation Package is not required. This procurement is being solicited as Small Business set- aside in full and open competition. The resulting purchase order will be negotiated as a firm-fixed price Purchase Order. Hard copies of the RFQ will not be issued. Electronic submission of the contractor's proposal is hereby authorized, but must be transmitted by the posted response date and time. To be eligible for award, offerors must be registered in the System for Award Management (SAM) to be considered for an award of a federal contract. For information regarding registration in SAM contact the SAM website at www.sam.gov/portal/public/SAM/; offerors must also obtain a Data Universal Numbering System (DUNS) number and provide it with the offer. All responsible sources may submit a quote, which shall be considered by the agency. The FSC for this is W019 and the NAICS Code is 483114, small business size standard is 500 employees. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-23. FAR 52.212-1 Instructions to Offerors-Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation-Commercial Items. Award will be made to the responsible, responsive offeror whose offer will result in the lowest technically acceptable price and who can best meet the required location. FAR 52.212-4, Contract Terms and Conditions-Commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (MAR 2007) applies and the following additional FAR clauses cited in the clause at paragraph (b) are applicable to this acquisition, as such consider the following clauses checked, (12),(23), (27), (28), (29), (38), (42), (48) and (50). The following addenda or additional terms and conditions apply; None. No Defense Priorities and Allocations System (DPAS) rating is assigned. Offers must be submitted to the Center for Coastal Fisheries and Habitat Research, 101 Pivers Island Road, Beaufort, NC 28516-9722 by 2:00 P.M. AUGUST 29, 2013.
