- NOTICE OF CONTRACT ACTION The Air Force Test Center (AFTC), Contracting Directorate, located at 205 West D Avenue, Suite 414, Eglin Air Force Base, FL, 32542, intends to enter into a new sole source Firm Fixed Price (FFP) contract with Zodiac Data Systems (Cage Code 1UAE7), located at 11800 Amber Park Drive, Suite 140, Alpharetta, GA 30009. This contract is for the purchase of test instrumentation components. The 413 FLTS has accepted test requests for the AC-130J Developmental Test and MC-130J Common Terrain Following (MCTF) systems. The combined test efforts require the collection of 16 MIL-STD-1553B databus channels, 41 total videos (including cockpit standard definition video, sensor display videos, head-up displays, and multiple communication/navigation displays), audio recordings of the intercommunication systems, and high precision-Differential Global Positioning System data. The digital recording system used to collect test data must meet the Inter-Range Instrumentation Group 106, Chapter 10 standard for flight test data. Furthermore, the data collection platform will be installed on AC-130J and MC-130J test aircraft in accordance with MIL-STD-516B. To meet the aforementioned requirements, the 413 FLTS will build two data collection platforms each consisting of: two Heim MDR-8 flight test data recorders, MVCR1A standard definition video recording modules, MIL-STD-1553 module, and 1.2 TB solid state memory modules. Due to differing test requirements, additional modules, such as Ethernet, analog and high-definition video modules will also be required for individual recording systems. The subject contract is anticipated to be awarded on or before 30 September 2013, with a delivery not to exceed 16 weeks after contract award date. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). This notice of intent is not a request for competitive proposals, and a Request for Proposal (RFP) will not be issued. The National American Industry Classification System (NAICS) code for this action is 334511, with a size standard of 750 employees. No contract will be awarded on the basis of offers received in response to this notice. A determination not to compete this proposed contract based on this notice is within the discretion of the Government.
