Description
Solicitation for UPS Maintenance & Repair Performance Work Statement for Solicitation FA5270-13-T-0120 Uniterrubtible Power Supply (UPS) Maintenenance Services Synopsis The Government intends to solicit and award a one (1) year Basic, Firm-Fixed Price, Single Award Contract for UPS Maintenance services at various locations, Okinawa, Japan, beginning approximately, October 1, 2013. The purpose of this service is to provide all management, tools, supplies, equipment, and all labor necessary to operate, maintain and provide immediate on-site emergency repair service to Uninterruptable Power Supply (UPS) units. Contractor shall also provide at a minimum on-site quarterly Preventive Maintenance Inspections (PMI) to ensure proper operation of the UPS units and in accordance with manufacturer specifications. In the event of a change in contractor or if the operation reverts to in-house, the incumbent contractor will provide familiarization training to the government or the follow-on contractor, whichever the case may be. This requirement is a commercial acquisition using Commercial Acquisition procedures (Reference FAR Part 12) and Test Program for Certain Commercial Items (Reference FAR Part 13.5). The proposed contract will be awarded using full and open competition with a period of performance anticipated of one (1) base year of twelve (12) months. The expected contract start date will be 1 October 2013. The government intends to make a Firm-Fixed Price, Single award to the offeror that represents the best overall value, price and has acceptable past performance. The Government will award only one (1) contract. Solicitation No. FA5270-13-T-0120 will be issued as a Request for Proposal (RFQ) advertised with a North American Industry Classification System (NAICS) code of 335311. The solicitation will be issued electronically on 21 August 2013 at www.fbo.gov. Proposals will be accepted when submitted via e-mail justin.simons@us.af.mil or when hand carried, proposals must be deposited in the bid depository located at 18 CONS/LGCA, Bldg 99, Kadena AB, Okinawa. If the offeror (s) submits an electronic copy, a paper copy of their proposal, as well as all information required by the solicitation must be submitted via hard copy to the contracting office. This hard copy must be date stamped NLT 1300L on 5 September 2013 and turned in to the bid depository at 18CONS/LGCA, Bldg 99, Kadena AB, Okinawa. The closing date for receipt of offers will be on 5 September 2013 at 1300L. Anticipated award date will be on or around 18 September 2013. Facsimile, telephone or written request for the solicitation package will not be honored. HARD COPIES OF THE SOLICITATION WILL NOT BE ISSUED FOR ANY REASON. All prospective offerors interested in submitting proposals must have a Commercial and Governments Entity (CAGE) code, and must be registered in the System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) in order to be eligible for receipt of contract award.
