- Wage Rates SOW; Drawing and Photos Instructional Cover Sheet plus RFQ - SF18 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number AG-32SC-13-R00006 is issued as a request for quotations and incorporates provisions and clauses that is in effect through FAC 2005-64. The NAICS code applicable to this acquisition is 236220 and the annual size standard for this project is 33.5 million. This procurement is FULL AND OPEN COMPETITION. THIS IS NOT A SET ASIDE. The U. S. Department of Agriculture, Agricultural Research Service (ARS), US Horticultural Research Laboratory (USHRL), is re-issuing a Request for Quotes (RFQ) for project entitled: Growth Chambers. The work includes but not limited to furnishing all labor, supervision, materials, tools, equipment, transportation, schedule, work plan and other necessary work to assure effective performance for the Renovation of Two (2) Existing Growth Chambers 1086 and 1088 located at US Horticultural Research Laboratory, 2001 South Rock Road, Fort Pierce, FL 34945. The Total Period of Performance is 120 Calendar Days after receipt of Notice to Proceed (NTP). The Magnitude of Construction is estimated between $25,001 to $100,000. This is a Request for Quote (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 05-66 and is being conducted according to FAR Part 13, Simplified Acquisition Procedures. It is the responsibility of the Contractor to Check the FBO website at: www.fbo.gov, for any Amendments that may arise from this Solicitation. A pre-bid site visit is not scheduled; however, it is highly recommended and strongly encouraged that all bidders visit the project site, inspect and observe the site conditions, and review the project scope and requirements at the site prior to submission of a quote. Quotes will be due by 1:00 PM (EST) on September 20, 2013A Firm-Fixed Price contract will be awarded. Contractors are required to have an ACTIVE Registration in the System for Award Management (SAM) website at www.sam.gov in order to be considered under this solicitation on Due Date. NOTE: PAYMENT PROTECTION MUST BE INCLUDED WITH OFFER Exceeding $30,000 (Any Contractor who is NOT Active in SAM and who do not submit Payment Protection with their Offer the Government Reserve the Right to Not Consider Your Offer.) This procurement requires the use of biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. Where available, these products should first be acquired from among qualified products that fall under the umbrella of items designated through the Federal Biobased Products Preferred Procurement Program (FB4P).
