- The Department of Veterans Affairs Greater Los Angeles Healthcare System (VAGLAHS) intends to solicit proposals from contractors to provide services as part of its Health Care for Homeless Veterans (HCHV) Harm Reduction program. VAGLAHS is the largest health care system within the Department of Veterans Affairs (VA), and serves more than 1.4 million Veterans in the Greater Los Angeles area which includes Los Angeles County, Ventura County, Kern County, Santa Barbara County, and San Luis Obispo County. The HCHV Harm Reduction program supports the VA's 5-year plan to end homelessness among the Veteran population. The VA anticipates issuing a solicitation for this requirement on or about August 12, 2013, and the closing date for receipt of proposals will be on or about August 23, 2013. The solicitation will be available on the FedBizOpps (FBO) website for download at http://www.fbo.gov. Interested contractors will be responsible for downloading copies of the solicitation and any subsequent amendments. The VA will NOT provide any hard copies. The solicitation will provide information about the solicitation submission process. Prospective offerors are encouraged to register their interest in the solicitation on the FBO website if they would like notification of the issuance of the solicitation and any amendments. The intent of this contract is to engage a community-based provider to offer transitional housing services to Veterans in the Greater Los Angeles area using a Social Rehabilitation treatment model and Harm Reduction approach that is above the level of room and board. The overall goal of the HCHV program is to successfully place chronically homeless Veterans that have a mental health or substance use diagnosis in permanent housing. The contractor shall be responsible for providing substance use treatment, social detoxification treatment, and scheduled groups. The provision of mental health and medical stabilization, therapeutic and rehabilitative services, and transportation to appointments are also requirements of the contract. Case management shall include services that assist Veterans with the transition into permanent housing, improve opportunities to increase income, and improve vocational or employment opportunities. The contract is expected to serve 30 male and female Veterans per day and Veterans will be encouraged to work towards permanent housing within 90 days of admission. The term of the contract is for one (1) base year and four (4) option years. The Social Rehabilitation treatment model and Harm Reduction approach to treatment are described as follows: 1)The Social Rehabilitation treatment model includes monitored residential detoxification services that are appropriate for Veterans that have been assessed as not requiring medication for the management of withdrawal, but require this level of service to complete detoxification and enter into continued treatment or self-help recovery because of homelessness. This level is characterized by its emphasis on peer and social support. 2)The Harm Reduction approach provides for ongoing treatment of substance use to assist homeless Veterans with management of their addictions and health without abstinence being the only measurement of success. Substance use shall not be permitted on any contractor's premises; however, a Veteran who continues to use substances and/or relapses shall not be discharged from placement based solely on that criterion alone. Goals of this treatment include, but are not limited to, reduction of substance use, reduction of risky behaviors, and/or overall cessation of any substance use. Notice to potential offerors: The NAICS code is 623220 with a small business size standard of $14 million. The solicitation will be issued for full and open competition. All responsible sources may submit proposals which shall be considered by the agency. All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov, and complete an Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. Registration is free and potential offerors are encouraged to visit the website(s) and register as soon as possible to avoid delays should they be selected for a contract award.
