Description
Department of the Air Force, the Air Education and Training Command, Specialized Contracting Squadron (AETC CONS), 2021 First Street West, JBSA Randolph AFB, TX, 78150-4302 Description/Requirement UPDATE 30 July 2013: The Request for Proposal has been issued and posted to this announcement along with all of the corresponding attachments. A site visit is scheduled for 7 August 2013 at 0800 (8:00 A.M.) MST at Luke AFB, AZ. The proposals are due on 29 August 2013 at 1500 (3:00 P.M.) CDT. AETC CONS, JBSA Randolph, TX is conducting an acquisition for Weapon System Support Contract (WSSC) re-competition. This is a pre-solicitation notice to provide non-personal services for WSSC at Luke AFB, AZ and Holloman AFB, NM. This notice does not constitute a request for proposal, request for quote, or invitation for bid. (Note: the description herein is a summary of the required services and is not meant to be all-inclusive.) The overall mission of the Weapons Systems Support Contract (WSSC) is to provide domestic and international combat capable aircrews. The contractor shall perform in accordance with the standards outlined in the Performance Work Statement (PWS) as posted with the RFP. The contractor shall furnish all personnel, equipment, tools, materials, supervision, and all other items and services, except as identified in the PWS, required to perform F-16 Combat Aircrew Training (CAT) and Courseware Development (CWD) at Luke AFB, AZ and Combat Aircrew Training (CAT) at Holloman AFB, NM. The contract may be modified in the future to add/delete crew positions, training, aircrew training devices (ATD) and locations. Principal functions are F-16 Academic Instruction, F-16 ATD instruction/console operations and ATD cockpit operations, comprehensive CWD, and Training Support. Instructor/Subject Matter Expert (I/SME) personnel shall conduct classroom academic, ATD training, and ATD operations for all aircrews IAW approved syllabi. The hours of operation, brief and debrief times are specified in Appendix 2 of the PWS. The contractor shall conduct classroom academic lectures, academic/device remedial instruction, monitor Computer-Based Instructional Technology lessons (CBIT), and provide academic testing and evaluation. The contractor shall brief, instruct, and debrief each training device mission. The contractor may be called upon to provide training at locations other than Luke AFB, AZ and Holloman AFB NM. These requests must be approved by the COR and the CO. The contractor shall evaluate and record student performance. Appendix 4 and 5 to the PWS contains the Programmed Flying Training (PFT) for the weapon system(s). Courseware personnel shall develop, produce, update, and revise all courseware materials for WSSC. Student courseware materials shall include, but are not limited to, lesson guides, presentation media, student workbooks, device mission outlines, CBIT lessons, and tests. Additional courseware materials shall include, but are not limited to: Training Program Development and Management Plan(s) (TPDMP). I/SMEs shall develop/revise courseware materials as affected by aircraft hardware/software/tape(s), tactics, local rules, training survey feedbacks, flight information publications, technical orders or safety publications changes. Courseware development, revision, revision-cycle and implementation will be defined in the TPDMP and subject to COR approval. The contractor must possess or obtain an appropriate facility security clearance (Top Secret) prior to performing work on a classified Government contract. If the contractor does not possess a facility clearance the Government will request one. The contractor shall request secret security clearances for personnel requiring access to classified information within 15 days after receiving a facility clearance or, if the contractor is already cleared, within 15 days after contract award A single Firm-Fixed Price (FFP) contract will result from the solicitation. The contract shall be for a one (1) year base period beginning 1 Apr 2014 (Mobilization Period: 1 -31 Mar 2014 and Period of Performance: 1 Apr 2014 -31 Mar 2014) and will include four (40 one-year option periods. The Request for Proposal (RFP) is anticipated to be released on or about 28 June 2013, and proposals due on or about 31 July 2013. This will be an electronic solicitation release. No hard copies will be mailed. Solicitation, amendments, and other miscellaneous documents will be posted to the Federal Business Opportunities (FBO) website at http://www.fbo.gov. I t is the reasonability of each offeror to review the web page for notice of amendments, updates, or changes to current information. This requirement will be conducted as a total small business set-aside competitive acquisition and will be evaluated using the Lowest Price Technically Acceptable (LPTA) Source Selection Process. A source selection will be conducted at HQ AETC, JBSA Randolph, TX in accordance with Air Force Federal Acquisition Regulation Supplement (AFFARS) 5315, Contracting by Negotiation and AFFARS Mandatory Procedures 5315.3, Source Selection. Contact with Government personnel other than the POC listed below by a potential offeror or their employees regarding this acquisition is strictly prohibited. In order to be eligible for award, registration under the correct North American Industry Classification System (NAICS) code in the System for Award Management (SAM) database is required. To register, go to http://www.sam.gov. The North American Industry Classification System (NAICS) code for this solicitation is 611512. The small business size standard is $25.5 million. There will be no public bid opening. Directions for proposal submission will be included in Section L, Proposal Preparation Instructions.
