Responses to the SIR will be used to screen qualified companies. Screening information allows the Federal Aviation Administration (FAA) to determine which offers are more likely to receive award, and ultimately, which offers will provide the FAA with the best value. The FAA has appointed a Source Evaluation Team (SET) who will evaluate each response received and make a selection of qualified offerors based on the evaluation criteria established in this SIR. The SIR evaluation process may involve face-to-face negotiations with one or more offerors. All offerors that are eliminated from the competition will be notified in writing. Written responses to this SIR are due by close of business (2:00 p.m. Pacific Daylight Time) on September 19, 2013 Project Scope: Perform all work necessary for Installation of a Precision Approach Path Indicator (PAPI) on Runway 26R Honolulu International Airport, Honolulu, HI The following are the general items of the scope of work: The contractor will perform a construction project for Installation of a Precision Approach Path Indicator (PAPI) on Runway 26R Honolulu International Airport, Honolulu, HI Work includes: 1) Installation of the PAPI Power & Control Station and LHA ™s (Light Housing Assembly ™s), and 2) Removal/Demolition of the existing 26R VASI includes removal of all above ground structures, foundations, pull boxes and underground conduit and cabling within 10 ft. of structures. Site restoration to match surrounding grade, compaction and conditions. The magnitude of construction is $200,000 - $300,000. This project is 100% set-aside for eligible small business concerns. The NAICS Code for this project is 237130. The Small Business Administration Size Standard for NAICS Code is $33.5 million. NOTICE for informational purposes for Minority, Women-owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
