- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Please provide a detailed price proposal AND Technical Proposal for the attached environmental Performance Work Statement (PWS). A sample of past professional reports and GIS data submittals must be submitted with the price and technical proposal for evaluation. The Technical Proposal shall include resumes and experience level of your technical team that will be conducting the requirements outlined in the PWS. In order for your proposal to be considered the following must be included in your proposal: 1)Technical Proposal that includes resumes and experience level of personnel conducting the survey. 2)Outline significant studies undertaken, especially in the Tennessee region and document possession of the necessary licensing requirements. 3)Price Proposal and 4)Sample of past professional biological reports to include GIS data submittals. 3) PROPOSAL EVALUATION: The evaluation of proposals for the requirements outlined in the PWS shall be conducted in accordance with the Federal Acquisition Regulation Part 35.007(e). The factors to be used to determine the most technically competent include the following: 1.The offeror's understanding of the scope of the work to include proposed survey method; 2.The approach proposed to accomplish the scientific and technical objectives identified in the Performance Work Statement (PWS). 3.The availability and competence of experienced technical personnel conducting the survey; 4.The offeror's experience; significant studies done in the past related to this type of survey requirement to include studies in the Tennessee region and possession of licensing requirements. 5.Experience and past performance; Professional report sample to include GIS data submittals. 6.Price. SUMMARY OF PWS REQUIREMENTS Provide an in-depth investigative survey to determine and document what mammal, reptile and amphibian species at three training sites. In addition, determine if any mammal, reptile or amphibian species found are considered rare, threatened, or endangered (RTE) by the Federal or State governments or may be pest species which may interfere with training and land management. Personnel hired to perform this Service must be professionally qualified in mammal, reptile, and amphibian identification. The Contractor shall identify habitat types of interest located on VTS-Milan, VTS-Smyrna, and VTS-Catoosa. The training sites should be subdivided according to these major habitat types and each habitat type adequately sampled across the physical range of the site. Training Areas do not necessarily subdivide the site along ecological boundaries but may be utilized if the resulting breakdown is effective. Sampling locations shall be identified in the work plan (Reference Performance Work Statement (PWS) for additional requirements). The three TNARNG training sites covered by this PWS are VTS Milan in Carroll and Gibson Counties, Tennessee; VTS Smyrna in Rutherford County, Tennessee, and VTS Catoosa in Catoosa County, Georgia. These sites vary in terms of land area, type and quality of vegetative cover, and land use activities. Documentation and reports must be in scientific format free from grammatical and spelling errors. GPS data must be collected in the UTM WGS 1984 projection utilizing equipment with sub-meter accuracy capabilities. Files shall be compliant with the U.S. Army Corps of Engineers Spatial Data Standards (SDS/FIE) and shall include complete metadata. Site Visits - will be coordinated at each training site with the POC identified on the PWS.
