Description
The US Department of Labor, Office of Job Corps, is seeking qualified contractors with the qualifications and experience required for the construction of a new LEED Certified cafeteria building at the Sierra Nevada Job Corps Center. This work involves the construction of a new LEED Certified cafeteria building totaling approximately 16,500 gross square feet and shall include miscellaneous site improvements in the form of general landscaping, service yard, entry road, parking, drainage, connection to all utility lines and site/security lighting for the new building. Also included in the work is the demolition of the existing 20,130 gross square foot cafeteria building. Demolition of the existing cafeteria shall include hazardous materials removal, removal of the existing service yard and restoration of the site with topsoil, seed and landscaping. The estimated price range is between $5 million to $10 million. Interested offerors are requested to submit a statement of qualifications. Your statement of qualifications must provide sufficient information that will demonstrate the experience of your firm in the following areas: 1. Current or previous projects that are similar in scope and value to the work required under this project 2. LEED Certified building project experience 3. Cost control, project schedule and safety quality control procedures 4. Experience in federal or public sector construction projects 5. Project Tools/Software Sources Sought Pertinent Factor for Consideration of Qualifications (In order of importance) 1. Previous projects of similar scope and value - two or more cafeteria building projects located on operating high school or college campuses with a $5 million to $10 million constructed value completed within the last five years. Two or more LEED Certified building projects with a $5 million to $10 million constructed value range completed within the last five years indicating familiarity with the requirements and documentation required for obtaining LEED Certification from the U.S. Green Building Council. Experience with building demolition, including hazardous materials remediation completed within the last five years. 2. Project Location - three or more construction projects performed in the Western United States in the last five years indicating familiarity with local conditions and subcontracting community. 3. Cost control, project schedule, safety and quality of work - projects completed within the last five years that demonstrate a proven record of excellent performance by reducing cost, exceeding quality requirements and completing project ahead of time and on or below budget. 4. Government experience - federal or public sector construction projects 5. Project Tools/Software - experience utilizing project management tools and software. This Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government to issue a Request for Proposals or award a contract. The Government does not intend to award a contract based on responses, nor otherwise pay for the preparation of any information submitted. Entities responding to this Sources Sought Notice should submit the minimum information necessary for the Government to make a determination that the source is capable of satisfying the requirements. The response must be specific to each of the criteria listed above to demonstrate that the respondent is capable. The submissions shall not exceed 20 pages. RESPONSES ARE DUE ON SEPTEMBER 4, 2013, BY 2:00 PM EST, AND MUST BE SUBMITTED ELECTRONICALLY VIA E-MAIL TO garnett.eileen@dol.gov (Ms. Eileen Garnett, Contracting Specialist). Acknowledgment of receipt of responses will not be made, nor will respondents be notified of the Government's evaluation of the information received. A determination by the Government to proceed with the acquisition is within the discretion of the Government. Please be advised that telephone inquiries will not be accepted. Please Note: A prospective offeror that is interested in obtaining a contract award with the Government must be registered in the Federal Government's System for Award Management (SAM) database, formally the Central Contractor Registration (CCR), prior to contract award.
