- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W31P4Q-13-R-0171 is being issued as a request for a Firm Fixed Price quote; however, the US Army Aviation and Missile Command intends to issue a sole source contract to TSI, Incorporated, 500 Cardigan Road, Shoreview, MN 55126. TSI, Inc. is the only known manufacturer of calibration and repair parts for the M41 PATS (gas mask), meeting minimum government requirements, and as required by this solicitation. The authority cited is statutory authority permitting other than full and open competition for this requirement. The citation is 10 USC 2304 (c)(1), as implemented by paragraphs 6.302-1 of the Federal Acquisition Regulation (FAR) entitled quote mark Only one responsible source and no other supplies or services will satisfy agency requirements quote mark. The place of Inspection and Acceptance is destination, and FOB destination. Estimated shipping timeframe and cost shall be included in quote. The requested delivery date is on or before 18 October 2013. All responsible sources may submit an offer, which shall be considered by the Agency, if received by 18 October, 2013, 4:00 p.m. (CST). Any award resulting from this RFQ will contain all clauses required by law, the Federal Acquisition Regulation (FAR), and the Defense Federal Acquisition Regulation Supplement (DFARS) as appropriate for the dollar value of the award. Provision FAR 52.212-1, Instructions to Offerors - Commercial; Clause FAR 52.212-4, Contract Terms and Conditions - Commercial Items; Clause FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items; Clause FAR 52.232-7003, Army Electronic Invoicing Instructions and Electronic Submission of Payment Requests, via Wide Area Workflow (WAWF); and Clause DFARS 252.211-7003, Item Identification and Valuation for manufacturer provided serial numbers, are applicable to this acquisition. Other clauses may be included in the award if applicable. Quotes are due no later than 4:00 p.m., (CST), 18 October 2013, in the contracting office, Building 5303, Room 33B058, Redstone Arsenal, Alabama, 35898-5280.
