- Solicitation Documents: The solicitation will be issued as a Request for Quote (RFQ) requiring both price and technical proposals responding to evaluation criteria described in the solicitation. Documents will be available to download from this website on or about August 29, 2013. Description: Snag falling, lopping, and scattering project on the Lassen National Forest: Project consists of chainsaw-falling of hazardous dead trees (snags) and lopping and scattering limbs on 123 acres in 6 separate units within the Chips Fire burned area. These services will aid in the site preparation of post-fire reforestation on the Lassen National Forest. Hazardous dead trees shall be felled by chainsaw. Once fallen, limbs (branches) shall be severed from the tree boles and scattered. Note: Implementation of this snag falling, lopping, and scattering project is contingent on a National Environmental Policy Act (NEPA) decision to be made, which may or may not allow work to be accomplished. A decision is expected September of 2013. Contract award of this project may or may not be made depending on this pending decision. Unless otherwise provided, the Contractor shall furnish all labor, transportation, equipment, tools, supervision, materials and any necessary incidentals to accomplish work on this project. Location: The Poker Chip Snag Felling Contract project is located in the Chips Fire burn area on the Almanor Ranger District on the Lassen National Forest. Contract units are located in T. 26 N., R. 6 E., sections 22, 23, 25, 26, and 36; Mount Diablo Meridian. Units are located in Plumas County, California. Set-Aside: This project is 100% set aside for small business concerns. Contract Time: 30 Calendar Days. Estimated Start Date: October 1, 2013. Site Visit: Offerors or quoters are urged and expected to inspect the site where services are to be performed and to educate themselves requiring all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. A scheduled site visit will take place on Wednesday September 3, 2013. Meeting location and time are Almanor Ranger Station in Chester, CA at 9:00am. The office is located at 900 E. Highway 36. Response Location: Offers will be accepted at the Northern California Acquisition Service Area, Redding Office, located within the Shasta-Trinity National Forest Headquarters at 3644 Avtech Parkway, Redding, CA 96002 NO LATER than 4:00p.m. PDT on date indicated on solicitation. SAM REGISTRATION REQUIREMENTS: Prospective contractors must be registered in the System for Award Management (SAM) prior to award. SAM is a consolidation of the former Central Contractor Registration (CCR) and On-line Representation and Certification Application (ORCA) databases.
