- Description
- NASA/JSC plans to issue a Request for Proposal (RFP) for the Robotics, Vehicle, and Graphics Simulation Services (RVGSS) procurement. <p> The Government does not intend to acquire a commercial item using FAR Part 12. <p> This procurement is a total small business set-aside. The NAICS Code and Size Standard are 541511 and $25.5 million in average annual revenues over a three year period, respectively. <p> Draft Sections, C, L, M, and applicable draft attachments have been attached to this posting. Prospective offerors are encouraged to review these draft sections and offer written comments and questions via email to the point of contact by September 4, 2013. Prospective offerors are encouraged to submit questions and comments as soon as they are identified. Responses to questions will be posted on the RVGSS website at http://procurement.jsc.nasa.gov/rvgss/. <p> Additionally, NASA/JSC is requesting information from industry regarding potential conflicts of interest (OCI) arising from the RVGSS procurement. Interested parties are requested to identify any potential OCIs their organization may have and notify the point of contact so that they may be considered, and potentially resolved, early in the process. <p> The anticipated release of the RFP is on or about September 25, 2013 with an anticipated offer due date of on or about November 1, 2013. <p> All responsible sources may submit an offer which shall be considered by the agency. <p> Additionally, the following information is provided: <p> 1.) NASA/JSC anticipates award of the RVGSS contract by April 24, 2014, with a phase-in period beginning April 28, 2014 and contract start on May 28, 2014. <p> 2.) The RVGSS contract will have a base period of performance of three years with two one-year options, for a total contract period of performance of five years. <p> 3.) A single, Indefinite-Delivery, Indefinite Quantity (IDIQ) contract for the required services will be awarded with a total contract not-to-exceed value of $49.7 million (inclusive of options). Task orders may be issued on a cost-plus-fixed-fee (CPFF) or firm-fixed-price (FFP) basis. <p> 4.) The RVGSS procurement will be a total small business set-aside under the authority found at FAR 6.203(a). <p> 5.) This procurement will be conducted using Source Evaluation Board (SEB) procedures. Additional information on the SEB process can be located on the JSC Procurement website under the General Information Tab, Policy Information sub-section at the following weblink: http://procurement.jsc.nasa.gov/geninfo.html. <p> 6.) Interested parties are informed of the following items that have recently been posted to the RVGSS acquisition website (http://procurement.jsc.nasa.gov/rvgss/ ): <p> a.) Members of the SEB and the Source Selection Authority <p> b.) Current schedule <p> c.) Technical library <p> d.) Draft Section C (Statement of Work) <p> e.) Draft Section L (Instructions, Conditions, and Notices to Offerors), including Draft Sample Task Orders and other applicable draft attachments <p> g.) Draft Section M (Evaluation Factors for Award) <p> This presolicitation synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. Respondents will not be notified of the results. <p> NASA Clause 1852.215-84, Ombudsman, is applicable.
