- Description
- SOW for Online Automated Manuscript Production Process This is a Request for Quotation. A quote is being requested and a written solicitation will not be issued. Requirement number OEM-393-2013-0033 is issued as a Request for Quotation. The Centers for Medicare and Medicaid Services (CMS), Office of Information Products and Data Analytics Information Products Group is responsible for overseeing the preparation and publication of Medicare & Medicaid Research Review (MMRR). This is CMS's on line scholarly journal for peer reviewed reports of data and research that informs current and future directions of the Medicare, Medicaid, and Children's Health Insurance programs. The CMS MMRR staff has a requirement for a contractor to provide on line, automated means for administering and managing the journal production process, including submission, storage, and tracking of manuscripts; peer-review management and tracking; and initiating and tracking correspondence between authors, reviewers, and editors. Detail information has been provided in the attached Statement of Work along with all the requirements the contractor is expected to accomplish to meet CMS's needs. The period of performance will be 12 months, approximately September 30, 2013 through September 29, 2014, plus two Option Years. This will be a firm fixed price procurement using simplified acquisition procedures. A purchase order will be awarded within 10 days after the response due date. Your response may be sent electronically in MS Word format to phillip.harrell@cms.hhs.gov or in paper no later than 3:00pm on September 4, 2013 to Phillip Harrell, Department of Health and Human Services, Centers for Medicare and Medicaid Services, Office of Acquisition and Grants Management, 7500 Security Blvd, C2-17-06, Baltimore, MD 21244. Responses shall be no more than 10 pages and should include the following: 1) Contractors capabilities overview; 2) Past performance information (relevant experience to perform the required services); and 3) Price of the deliverables, base year, plus the two Option Years. The award will be made on the basis of lowest price technically acceptable meeting or exceeding the acceptability standards for non-cost factors. All contractors are hereby advised that contractors shall be registered in the System for Award Management (SAM). Please register with SAM at the following website: http://www.sam.gov. Questions and inquiries must be submitted in writing no later than 3:00pm on August 30, 2013 2013 to: phillip.harrell@cms.hhs.gov. Responses and clarifications will be provided in an amendment to the solicitation. All responses submitted shall remain valid for a period of 180 days.
