- DRAFT SOW MARKET RESEARCH -- REQUEST FOR INFORMATION (RFI). NO SOLICITATION EXISTS. This advertisement serves to aid in determining market interest and capabilities for this prospective requirement. This is a SOURCES SOUGHT NOTICE for Market Research purposes ONLY. This information will be used to determine the availability of vendors capable of meeting the Government's minimum requirements and the availability of small businesses capable of providing this requirement. Potential sources must identify their business type (i.e., small business, large business, small disadvantaged business, 8(a) certified business, woman-owned business, etc). The NAVSUP Fleet Logistics Center Jacksonville (FLCJ) is conducting a market survey to determine the availability of vendors capable of providing hardware and software to support the management and building of all of the Consolidated Automated Support System (CASS) software. These requirements are in support of the Fleet Readiness Center Southeast (FRCSE), Jacksonville, FL. It is anticipated that any resulting solicitation will be for a firm-fixed-price (FFP) contract, with a NAICS code of 511210 and size standard of $25M. For further details, please see the attached specifications. Vendors interested in responding to this sources sought synopsis shall provide the following, minimum information: Technical Capabilities: • Demonstrate an understanding of this notice by describing in detail, their approach and plan to perform and manage the work specifically required by the statement of work (SOW). The technical approach must identify the methodology and analytical techniques the vendor will use to fulfill the SOW requirements. • Describe how data copied by USG personnel from the existing Charon virtual servers at Lakehurst will be migrated onto the system being installed at FRCSE. • Describe the process that will be used to demonstrate that their proposed set of server hardware and host software meets or exceeds the requirement that the server duplicate the function of the Lakehurst Charon installation in all modes of operation. • Describe what protocols and standards are in use that allow the virtual servers to be accessible from within the local area network. • Describe the depth of knowledge transfer to the USG system administrator that is to occur during the installation period. The technical capabilities statement shall include a cover page containing the company's name, address, CAGE code, Duns number, years in business, affiliate information, parent company, joint venture partners, NAICS, business size/socio-economic status, government business point-of-contact name, phone number, and e-mail address. Additionally, the interested party shall provide a list of all current GSA scheduled contracts (if applicable). The technical capabilities statement provided in response to this Sources Sought Notice is NOT to be considered a response to Request for Proposal (RFP) or Request for Quote (RFQ) in that no RFP/RFQ exists at this time. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses will not restrict the Government to a particular acquisition approach or be construed as a commitment by the Government. The Government will not pay for the information requested herein. Evaluation results will not be provided to contractors responding to this synopsis. No phone calls will be accepted. Responses shall be in writing and sent by email to Mr. Rogelio Soliman, rogelio.soliman@navy.mil. Responses shall be submitted no later than 4:00 P.M. EST (local Jacksonville, FL) on September 3, 2013. NOTE: THIS IS A REQUEST FOR INFORMATION ONLY AND SHOULD NOT BE CONSIDERED AS A COMMITMENT BY THE GOVERNMENT.
