- Solicitation for Lab Services (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. (II) Solicitation W91SMC-13-T-0010 is being issued as a Request for Quote. (III) This solicitation incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 05-69 dated 01 August 2013. (IV) This acquisition is reserved for small business concerns. The Government intends to issue a single award to one offeror. The associated North American Industry Classification System (NAICS) code for this acquisition is 621511, small business size $30 million. (V) Commercial Item Description: The 182 Airlift Wing Illinois Air National Guard is soliciting non-personal services for Laboratory Services. The Government intends to award a Blanket Purchase Agreement (BPA) to the offeror who offers the best value to the Government. Best value considerations will be based on Technical Price Tradeoff (TPT) procedures. The offeror will provide proof that they can meet the technical portions outlined in the Terms and Conditions. The entire BPA Period will be from 1 October 2013 to 30 September 2018. CLIN0001 will be from 1 October 2013 to 30 September 2014, CLIN1001 will be from 1 October 2014 to 30 September 2015, CLIN2001 will be from 1 October 2015 to 30 September 2016, CLIN3001 will be from 1 October 2016 to 30 Sep 2017, CLIN4001 will be from 1 October 2017 to 30 September 2018. (VI) The contractor is to provide all management, tools, equipment, materials, supplies, transportation, labor, and supervision necessary to accomplish the work in accordance with the Performance Work Statement (PWS) dated 22 July 2012. (VII) The total duration of this Blanket Purchase Agreement shall not exceed five years. Place of Performance: 182 Airlift Wing, Peoria, IL. (VIII) The provision at FAR 52.212-1, Instructions to Offerors, Commercial Items applies to this solicitation (IX) The provision at 52.212-2, Evaluation - Commercial Items applies and is spelled out in paragraph (a) of this solicitation; (X) FAR 52.212-3 (Alt 1), Offerors Representations and Certifications, Commercial Items (Offerors shall include a completed copy as part of their quote or a completed registration on the ORCA website (https://orca.bpn.gov/login.aspx).
