- PR-R4-13-00407 ITEM: Volatiles Purge and Trap (P & T) Autosampler and Preconcentrator System, in accordance with the Specification at the end of this solicitation/synopsis. This is a combined synopsis/solicitation for commercial services/items prepared in accordance with the format in FAR Subpart 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation to be issued for proposals and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This solicitation is issued as a Commercial Solicitation using Simplified Acquisition Procedures found in FAR Part 13. The NAICS code is 334516. The Government intends to award a purchase order resulting from this solicitation on a sole source basis to EST analytical, since it is the only qualified vendor for providing a P & T system that analyzes both water and soil sample matrices with the same instrument. If any other company contends that it is capable of providing the required system, it must notify the Contracting Officer, Sharyn Erickson, no later than 4:00 P.M., Aug. 22, 2013, at www.eric kson.sharyn@epa.gov, with an explanation of the basis for its being qualified and able to provide the required instrument. Issuance of a competitive solicitation will be solely at the Government?s discretion, in accordance with FAR criteria. This solicitation document and incorporated provisions and clauses are those that are in effect through the latest Federal Acquisition Circular. All deliverables shall be provided FOB Destination to: EPA SESD, 980 College Station Road, Athens, GA 30605, Attn. Kristin Trapp. Unless otherwise specified in the purchase order/contract, the supplier is responsible for the performance of all inspection requirements and quality control. It is also the contractor's responsibility to be familiar with applicable clauses and provisions. The provision at FAR 52.212 1 Instructions to Offerors, Commercial Items, applies to this acquisition, as do 52.204-8 Annual Representations and Certifications, 52.204-6 Data Universal Numbering System Number, and 52.204-7 System for Award Management. Offerors are reminded to include a completed copy of the provision at FAR 52.212 3 Offeror Representations and Certifications, Commercial Items with the offer, which can be accessed at http://www.arnet.far.gov, and the new EPA Certification EPA-2012-5 Representation By Corporations Regarding a Felony Conviction Under Federal Law or Unpaid Federal Tax Liability (Apr. 2012), for inclusion of clause EPA-2012-10-Unpaid Federal Tax Liability & Felony Criminal Violation Certifica tion (Apr. 2012) (see EPA website for copies). No paper copies of the Request for Quotes will be provided. Telephonic questions will not be answered and collect calls will not be accepted. Proposal/Responses are due no later than 4:30 P.M., Aug. 27, 2013. Specification for P& T Autosampler system: Requirements needed for the Volatiles Purge and Trap (P&T) System. The system consists of two parts: 1) Volatiles P&T Autosampler and 2) Volatiles concentrator **Must be able to trade-in Encon Evolution (Model: Encon EV, serial # EV127082908, EPA Property #C08513) and EST Model 8100 Archon Autosampler (Model: Archon, serial # 15332, EPA Property #C08513) for a discount. 1) Volatiles Autosampler must have at a minimum: ?A sample tray with vial collars able to maintain a temperature of <10?C through entire sample vial for compliance to EPA Method 524.3. The autosampler must be configured with chiller tray and all connections and hardware required for the installation to a Caron Model 2050 circulator. ?The capacity to hold at least 90 water or soil samples for maximum throughput within the lab. ?The ability to interface with any manufacturers VOC concentrator. This will allow for maximum system configuration, versatility, and the flexibility needed to maintain sample workload. ?Two separate water and soil stations/needles used to process water and soil samples to minimize carryover and contamination. ?3 electronic internal standard addition valves. The valves must not have any moving or rotating parts (mechanical valves) that can be clogged or scored and must be fully programmable in 1 uL increments with <3% RSD (relative standard deviation) specification. Must have zero internal standard waste (no standard priming before each sample) to decrease standard waste and allow for longer calibration cycles. ?A 5 mL inert polyetheretherketone (PEEK) sample loop for decreased sample carryover contamination and decreased loss due to active site contamination. ?A built in a minimizer valve that removes soil side contamination by diverting a portion of the concentrators bake flow through the soil pathway and out the soil needle. This removes contamination before the next sample. ?The capability to extract multiple 5 mL water samples from one vial without removing the needle from the vial allowing for improved sample integrity. ?Fiber optic sensors (no mechanical sensors) to confirm the pick-up of the soil vial and delivery of the soil vial to the processing station. This will help eliminate errors associated with mechanical sensors during the middle of the analytical sequence. ?The capabilities to perform a system leak check through the concentrator before every startup or when prompted by user. This will ensure there are no leaks in the system and improve sample integrity. ?The capability to make automatic water sample dilutions up to 400:1 or automatic calibration curves using the sampler syringe. This will decrease manual labor and technician errors. ?Stationary water sampling capabilities via a water needle that travels to the VOA vial. The autosampler must not move the water sample vial during analysis either by picking it up with a gripper or by carousel so as to eliminate errors related to transport including errors from mechanical sensors, jammed vials from excessive field labeling, and the inability to access samples in the tray portion that is passing through the carousel. ?The capability to adjust how far the needle goes down into the VOA vial before sampling waters for transfer to the sparge tube. This allows us to sample from vials without making dilutions due to sediment in the bottom of the vial, which could potentially contaminate our water needle. ?Built-in Windows XP operating system with screen for programming and local instrument control. This allows for easy programming and troubleshooting. Must not require an additional PC workstation for use. ?The ability to connect in dual mode and run two concentrators if needed for increased productivity. 2) Volatiles Concentrators must have at a minimum: ?Electronic flow control for programmable flow rates and automated leak and flow check ability for improved sample integrity. ?The ability to bake-out the 5 mL sparge tube using a heater and blower fan for reduced contamination from sample carryover. ?Moisture control during the purge cycle to reduce moisture in the sample desorption pathway. ?Front mounted traps to allow for easy access during maintenance. ?Early head start signal during bake which tells autosampler to begin processing the next sample, shortening overall cycle time. ?The ability to interface to any autosampler and GC, GC/MS for maximum laboratory flexibility. ?Purge-side moisture control which removes dead volume on the desorption pathway allowing for better chromatography. ?Programmable temperature on the moisture condensate trap. ?Desorb pressure control and flow control allowing the user to program in a pressure of the trap before desorption and control the flow during desorption independent of the GC split ratio. This improves chromatography and eliminates trap blow-out preserving sample integrity. ?Electrically actuated 8-port valve with a 45? rotation and a replaceable valve rotor (PEEK). The sample must not flow through the moisture control system during desorption which will improve water management and decrease sample loss due to contamination from active sites. ? Built-in Windows XP operating system with screen for programming and local instrument control. This allows for easy programming and troubleshooting. ?A 5-mL fritted sparge vessel for compliance with EPA Method 8260C and 524.3. ?SilcoSteel Tubing, Siltek Tubing and Siltek treated fittings throughout the entire sample pathway for superior inertness and minimal sample carryover and active site contamination. ?The capability to heat the sparge vessel during the bake cycle to reduce carryover contamination. ?Fiber optic-based foam/overfill sensor with adjustable sensitivity which can be programmed to stop or switch to needle sparge and move on to the next sample. This will protect the concentrator from damage and promote efficiency by allowing the remaining sample sequence to continue error free. Shipping and Delivery: Please include shipping and handling costs related to the new equipment. Installation The contractor shall provide installation and performance testing after installation within 120 days after receipt of order. They should also provide general operating instructions for two U.S. EPA staff. Installation should be coordinated with Kristin Trapp within 1 week of receipt of equipment and at least 2 weeks prior to anticipated installation date. The installation should occur on a weekday (Monday- Friday) between the hours of 8am-5pm. The government assumes responsibility for ensuring that adequate facilities and utilities, including power and gas requirements, are met according to contractor?s pre-installation requirements. Warranty The system must be a new current production complete system and be fully supported. The contractor shall provide a 1-year warranty to include service, parts, labor and travel to the U.S. EPA Science and Ecosystem Support Division in Athens, GA. This warranty does not cover equipment warranted by another manufacturer or replacement of expendable, consumable, or limited life items.
