- Description
- The MICC Fort Knox intends to issue a request for proposal (RFP) to provide noon meals for applicants processing through the Fort Lee Military Entrance Processing Station (MEPS), Fort Lee, VA. The period of performance is 1 November 2013, or date of contract award, whichever is later, through 31 October 2014, with four one-year option periods. The contractor shall furnish food, facilities, furniture, equipment, supplies, management, supervision, and labor. This solicitation is 100% set-aside for small business. NAICS 722320 (Size Standard: $7M) applies to this procurement. All responsible small business sources may submit a proposal. The Fort Lee MEPS is located on a military installation. In accordance with AR 40-657, contractors delivering and serving food on a military installation must pass a Veterinary Service Food Protection Audit to be a sanitarily approved source. The apparent successful offeror shall furnish products from an approved food preparation facility. The approval shall be obtained prior to contract award. Food establishments located on the military installation are inspected locally by veterinary inspection personnel. The apparent successful offeror shall coordinate their request to schedule an audit or obtain local approval of the food preparation facility with the MICC Fort Knox. Failure to obtain approval may render the apparent successful offeror ineligible for award. Randolph-Sheppard Act (RSA) Compliance: This RFP is subject to exercise of the preference policy regarding qualified State Licensing Agencies (SLA) for the Blind in accordance with the RSA. A responsive, reasonably priced proposal from a qualified SLA will receive preference in accordance with the RSA. This notice is not designed to discourage competition from small businesses not eligible for the preference. This merely serves as notice that preference will be applied should a responsive, reasonably priced proposal be received from a qualified SLA. The RFP will be posted to the ASFI/FedBizOpps websites on or about 5 September 19 July 2013 with quotes due on or about 7 October July 2013. These dates are subject to change. All amendments to the solicitation will be likewise posted on these websites. Contractors are cautioned to check the websites periodically for amendments. Solicitation mailing list will not be compiled and amendments will not be sent out in paper copy. All contractors must be registered in the System for Award Management (SAM) website to be eligible for award of a contract. Faxed offers and amendments will not be accepted. All questions must be submitted in writing to the contract specialist via email to nathalie.w.riley.civ@mail.mil by 11 am EST 28 August 2013.
