Description
Performance Work Statement This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2005-67, Defense Circular Number 20130710, and Air Force Acquisition Circular 2013-0327. This requirement is being issued as a 100% small business set aside. The NAICS code is 327910 with a small business size standard of 500 employees. The Government intends to award a Firm Fixed Price, Indefinite Delivery/Indefinite Quantity (IDIQ) type contract. The term of the contract will be from date of award not to exceed one year on the base and all subsequent option years. In accordance with DFARS 252.204-7004, Alt A Required System For Award Management: To be eligible to receive an award interested parties must be registered in the System for Award Management database; reference www.sam.gov for details on how to register. It is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. The Government reserves the right to cancel this solicitation. If this should occur, the Government will not be liable for solicitation preparation costs or any other costs incurred. The right to make multiple or no award is reserved in the event it is advantages to the Government to do so. SCOPE Contractor Responsibilities: Supply all new plastic blast media to the Government on an as needed basis. Additionally the Contractor shall pick up the SBM (Spent Blast Media) products (dust) from the Government for recycling. All delivery and pickup will be accomplished at the 308 AMARG facility located at 4860 S Superior Ave Bldg 7328, Davis-Monthan Air Force Base, AZ 85707-4369. Proposed delivered media and recycling processes must be accomplished in accordance with all applicable regulations and industry standards as outlined in the attached Performance Based Work Statement (PWS) Items called for by this RFQ have been identified in the attached schedule; offerors shall submit their proposed pricing for each contract line item number (CLIN) to include a Base Year and four possible Option Years. Quantities listed are estimated. All orders under the resulting contract will be placed via funded Delivery Orders. Failure of the Government to order any of the line items or quantities described as estimated maximum will not entitle the contractor to any equitable adjustment in price. Guaranteed minimum quantity to be order by the Government is 8 barrels against all base year and option year CLINS. Offerors shall submit their quote on letterhead stationery, provide unit prices with a grand total, and the contractor must remit a completed copy of all Exhibits listed in the PWS. THE GOVERNMENT WILL NOT ACCEPT INCOMPLETE PROPOSALS. Offers will be evaluated on price and technical acceptability. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. If an offer cannot comply with every requirement, that offer will not be technically acceptable, and therefore will not be considered. To be considered technically acceptable the offeror's proposal must demonstrate a clear understanding of the PWS requirements to furnish the conforming product or an acceptable conforming product along with an approved recycle/disposal plan for the blast media, showing a true cradle to grave process. Award will be based on the lowest price technically acceptable (LPTA) offer.
