Description
This is a SOURCES SOUGHT NOTICE for market research purposes only to determine the availability of potential businesses with capabilities to provide the services described below. Potential offerors are invited to provide feedback via e-mail to Dean Umathum at dean.umathum@va.gov. Responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. The intended contract period is a one-year base period plus (4) four one-year option periods. The Capabilities Statement for this sources sought is not expected to be a Request for Quotations, Request for Proposals or Invitation for Bids, nor does it restrict the Government to an ultimate acquisition approach, but rather the Government is requesting a short statement regarding the company's ability to provide the services outlined in the draft SOW below. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities statement. Submission of capabilities statement will assist our office in tailoring the requirement to be consistent with industry standards. The capabilities will be evaluated solely for the purpose of determining to Set-Aside for the Small Business (SB) Community or to conduct as an Unrestricted Procurement. Other than small businesses may respond to this notice in the event the market does not indicate SB interest. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for information solicited. Respondents will not be notified of the results of the evaluation. The DRAFT Statement of Work follows. Thank you for your participation. 1. Contract Title. Lab Testing 2. Background. Prior purchases used purchase card. This contract is required because Portland Path&Lab (PLMS) Portland VA Medical Center (PVAMC) needs reference lab services for these test developed and performed by Mayo Laboratories.. This test was developed and its performance characteristics determined by the Mayo Laboratory. Tests are only performed at Mayo. Although the tests may be listed on the test catalog of other labs, those labs will forward the specimen to Mayo for testing. These tests, listed below, will aid in the diagnosis of Veterans with diseases as listed. "FGF23 Fibroblast Growth Factor 23 (FGF23), Plasma oDiagnosing and monitoring oncogenic osteomalacia oPossible localization of occult neoplasms causing oncogenic osteomalacia oDiagnosing X-linked hypophosphatemia or autosomal dominant hypophosphatemic rickets oDiagnosing familial tumoral calcinosis with hyperphosphatemia oPredicting treatment response to calcitriol or vitamin D analogs in patients with renal failure "DLAU D-Lactate, Urine oDiagnosing D-lactate acidosis, especially in patients with jejunoileal bypass and short-bowel syndrome "AGA Alpha-Galactosidase, Leukocytes oDiagnosis of Fabry disease in males oVerifying abnormal serum alpha-galactosidase results in males with a clinical presentation suggestive of Fabry disease "EHRL Ehrlichia/Anaplasma, Molecular Detection, PCR, Blood oEvaluating patients suspected of acute anaplasmosis or ehrlichiosis "FIRGH Growth Hormone-Releasing Hormone (GH-RH) oGrowth Hormone Releasing Hormone is a 44 amino acid peptide produced primarily by the hypothalamus. It isi a neurohumoral control for adenohypophyseal secretion of Growth Hormone. Other hypothalamic hormones have a stimulatory effect on pituitary hormones, but Growth Hormone Releasing Hormone has no known effect on other pituitary hormones. Somatostatin is the inhibitory counterpart of Growth Hormone Releasing Hormone. Growth Hormone Releasing Hormone has structural similarities with the Secretin-Glucagon family of gastrointestinal hormones. Growth Hormone Releasing Hormone has been isolated from pancreatic islet cells and various cancer tumor cells. This is for the PLMS PVAMC which sends out patient specimens regularly throughout the year. Base year plus 4 option years 4. Specific Tasks. The Reference Laboratory shall provide in accordance with all applicable federal, state, and local regulations, laws, and ordinances, and in accordance with the specifications outlined for accreditation certification if applicable, patient specimen testing for the tests listed below. Reference lab will provide the test results to PLMS PVAMC. All requirements and provisions defined in the specification of this solicitation will apply to any laboratory, i.e. branch, division, sub-contractor, etc. performing reference testing on behalf of the Reference Laboratory.
