Description
1. The ACC AMIC PKA Division (ACC AMIC/PKA), on behalf of Headquarters, Air Combat Command Directorate of Plans, Programs, Requirements (ACC A5/8/9), CAOC-X Branch (ACC/A5CX), intends to acquire Air Operations Center Weapons System (AOC-WS) Test, Experimentation, and Technical Support Services as a 100% Service Disabled Veteran Owned Small Buisness set-aside. The Period of Performance is for one base year, from 1 Sep 13 to 31 Aug 13, with two option years. 2. A Firm Fixed Price contract is not suitable based on the dynamic nature of the mission and the inability to provide reasonably definitive or detailed specifications. In accordance with FAR Part 16.207-3 a Firm Fixed Price, Level of Effort Contract may be used only when: (a) The work required cannot otherwise be clearly defined: A thorough review of the PWS found the nature of the tasks required to provide staff support to the CAOC-X Branch was difficult to clearly articulate in a manner that would allow a Contractor to identify the manpower required. (b) The required level of effort is identified and agreed upon in advance: The specific level of effort required by this contract is defined in the Performance Work Statement (PWS) as 20 Full Time Equivalent (FTE) personnel performing AOC-WS testing, experimentation, and technical support services at Langley AFB. (c) There is reasonable assurance that the intended result cannot be achieved by expending less than the stipulated effort: Due to the unique mission, experience levels required, and uncertainties of warfighter requirements, it is reasonable to conclude the intended performance results cannot be achieved with less than the required number of FTEs and it is necessary to acquire services based on a level of effort.
