- The Naval Undersea Warfare Center, Division Newport, RI (NUWCDIVNPT) intends to award a Firm Fixed Price, Sole Source contract to McLaughlin Research Company (MRC) New London, CT. Cage Code 3A051. The Office of Secretary of Defense (OSD) and the U.S. Navy have begun a Joint Capability Technology Demonstration (JCTD) project titled Advanced Weapons Enabled by Submarine Un-Manned Aerial Systems (UAS) for Mobile Targets (AWESUM). This will provide the submarine with new capabilities. To demonstrate the new capabilities it is necessary to integrate special equipment on the submarine and then operate it. To gain Fleet Type Commander (TYCOM) authorization will require that an engineering report, Temporary Alteration for Submarine (TEMPALT) Technical Data Package (TDP) be documented by the developer and submitted to the submarine-class Planning Yard. The NUWCDIVNPT requirement, as the developer of the special equipment is to integrate it on board the submarine and train the crew to operate it for the JCTD. McLaughlin Research Company is the Original Equipment Manufacturer (OEM) of the TDP's and is the only vendor that possesses the required technical expertise in the UAS Submarine integration to complete the tasking. These services are essential and time sensitive. The NAICS is 541330; size standard is $35.5 million. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit a proposal/quote. This notice of intent is not a request for competitive proposals. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
