Description
This post is amended to extend the close date to August 23, 2013 at 4:30 PM CT to allow for competition. ---- Combined Synopsis/Solicitation ---- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. ---- Solicitation RFQ-IL-13-00015 ---- Solicitation number RFQIL1300015 is being issued as a Request for Quotations (RFQ) using the Simplified Acquisition Procedures in accordance with FAR Part 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005 69. ---- Set-aside Status ---- The U.S. Environmental Protection Agency intends to solicit and award a firm-fixed price purchase order under Federal Acquisition Regulation (FAR) 13. This solicitation is set aside for small business. The North American Industry Classification System (NAICS) code is 334516 Analytical Laboratory Instrument Manufacturing and the business size standard 500 employees. ---- Line Items ---- 0001 Genome sequencer @ one unit 0002 Shipping, installation and on-site training for one unit ---- Instrument Requirements ---- A fully integrated genome sequencing instrument equipped with integrated tools for data analysis. The instrument must be capable of generating sequencing reads of up to 400 bases in length. The instrument must perform direct real-time measurements of hydrogen ions (protons) produced during natural DNA replication (using natural nucleotides) without the need for cameras, optics, or lasers for sequence detection. The instrument must produce at least 90 Mb of sequence in a two-hour time frame. Lab conditions restrict the size of the integrated instrument which must be able to fit on a bench top; approximately a 24? x 24? space. ---- Delivery FOB Destination ---- U.S. EPA Region 5 536 South Clark Street, 10th Floor Chicago, IL 60605-1582 United States Instrument must be delivered FOB Destination. The firm fixed price shall include the cost of installation and on-site training for one EPA biologist. ---- Provisions and Clauses ---- It is the vendor's responsibility to be familiar with all applicable clauses and provisions. FAR Clauses and provisions incorporated by reference may be viewed in full text via the Internet at http://farsite.hill.af.mil/ or http://www.arnet.gov/far/. The following FAR provisions are applicable: FAR 52.212-1 Instructions to Offerors Commercial FAR 52.212-3, Offeror Representations and Certifications is applicable and can be downloaded from the internet: http://farsite.hill.af.mil/. If an offeror maintains the required certifications in System for Award Management (SAM) which can be found at: http://www.acquisition.gov only paragraph (b) of this provision must be submitted. The following FAR clauses are applicable: FAR 52.252-2 Clauses Included by Reference FAR 52.212-4 Contract Terms and Conditions - Commercial Items The following clauses within FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, are applicable to this acquisition through the latest FAC: 52.204-10, 52.209-6, 52.209-10, 52.219-6, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.223-15, 52.223-18, 52.225-3 A1, 52.225-13, 52.232-33. Offeror that fail to furnish the required representation information, or reject the terms and conditions of the solicitation, may be excluded from consideration. ---- Additional Instructions and Evaluation ---- Clearly identify a Firm Fixed Price per line item identified above at Items. Ensure to include a price for shipping. Please submit commercial product information with quote and a copy of the warranty provided by the manufacturer. The Government will award purchase order resulting from this RFQ to the responsible quoter whose quote, conforming to the RFQ including all technical/salient characteristics listed above, is the lowest price technically acceptable.
