- The following action is to be competed to fulfill the need of U.S. Army Research Institute of Environmental Medicine (USARIEM), Natick, MA, need for a quantity of one (1) wireless transepidermal water loss (TEWL) measurement system. This announcement constitutes the solicitation by USAMRAA, Fort Detrick, MD as a Request for Quote (RFQ) and offers must be submitted in writing (oral offers will not be accepted). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-27. DESCRIPTION: A quantity of one (1) wireless transepidermal water loss (TEWL) measurement system is needed at Natick, MA for a study being completed by the Military Nutrition Division (MND). All items proposed must meet the minimum essential characteristics listed below to include a minimum of a two year warranty from the delivery date of the requested item. Please note that the Item Unique Identification requirements at DFARs 252.211-7003 will be included in the subsequent contract. The North American Industry Classification System (NAICS) code is 339112 (size standard 500 employees). Minimum Essential Characteristics for a wireless TEWL measurement system for Military Nutrition Division include: 1.Device to measure transepidermal water loss (TEWL) at a wound site. 2.Closed-chamber device which calculates the water evaporation rate by measuring the rate that relative humidity increases when the chamber is placed on the skin. 3.Device should be accurate in low and high evaporation rate levels. There is no specified low value for the operational range. The high value of this range is 300 g/m h. 4.Device should be ready to use without any daily set-up procedures or calibration. 5.The speed measurement of TEWL must be a maximum of 10 seconds. 6.Device needs to be fully portable, battery operated, with wireless data collection to a PC, since the device will be used in a field-setting. 7.Device can be used in any angle, including upside down. 8.The product must have at least a two (2) year warranty from the delivery date. Delivery is FOB Destination. Delivery will be made to Natick, MA 01760-5007 no later than 20 days after date of contract. No hard copies of the solicitation will be issued by this contracting office. All interested parties can view, download and print a copy of the solicitation and any resulting amendments from the following website: https://www.fbo.gov/. In accordance with DFARS 252.204-7004, all contractors wishing to do business with the Department of Defense must be registered in the System for Award Management (SAM) database https://www.sam.gov/portal/public/SAM/. Proposals will be evaluated on the basis of lowest price technically acceptable and any resulting contract will be issued as a Firm Fixed Price Award. The government reserves the right to make award on the initial offers received without discussions. APPLICABLE PROVISIONS AND CLAUSES FOR COMMERCIAL ITEMS: The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.204-7, FAR 52.204-13, FAR 52.207-2, FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.219-4, 52.219-28, 52.222-3, 52.222-19 52.222-21, 52.222-26, 52.223-18, 52.225-13, 52.232-33. The following DFARS clauses are incorporated herein by reference: DFARS 252.211-7003, 252.203-7000, 252.203-7002, 252.204-7006, 252.225-7001, 252.323-7003, 252.232-7010, 252.246-7000, 252.247-7023 and Alternate III of 252.247-7023.
